Transportation Planning Manager

Transportation Planning Manager
Position Overview
Lead and manage a multidisciplinary transportation planning team to deliver high-quality, data-driven, multimodal transportation plans, studies, and projects. The Transportation Planning Manager will oversee travel demand and traffic modeling, corridor and corridor-level planning, traffic impact analyses, and coordination with local, regional, and state agencies. This role ensures technical excellence, regulatory compliance (NEPA/CEQA, MPO/TIP/STIP), effective stakeholder engagement, and timely delivery of projects while advancing safe, equitable, and sustainable mobility solutions.
Key Responsibilities

  • Manage and mentor a team of planners and analysts; assign work, review deliverables, and support professional development and performance management.
  • Lead and perform travel demand modeling, trip generation studies, mode choice modeling, and scenario/land use modeling to support planning and environmental analyses.
  • Oversee traffic impact analyses, corridor studies, multimodal planning, and transit, freight, bicycle, and pedestrian planning efforts.
  • Plan, direct, and review signal timing and optimization studies, ITS/smart mobility assessments, and operational analyses using Synchro, VISSIM, HCS, and related tools.
  • Supervise spatial analysis and GIS deliverables (ArcGIS), including origin-destination analysis, GPS/AVL data processing, and map production for reports and presentations.
  • Coordinate project scopes, schedules, budgets, and QA/QC processes; prepare and manage grant and funding applications and support MPO/TIP/STIP submittals.
  • Lead NEPA/CEQA environmental review support, prepare technical documentation, and coordinate with permitting and regulatory agencies.
  • Engage with stakeholders and partner agencies; represent the organization at public meetings, technical advisory committees, and MPO forums.
  • Perform advanced data and statistical analysis using Python, R, SQL, and Advanced Excel to inform recommendations and model validation.
  • Integrate multimodal, ADA, and Complete Streets principles into planning and project delivery; conduct safety and crash analyses and recommend countermeasures.

Qualifications

  • Education: Bachelors degree in Transportation Planning, Civil Engineering, Urban Planning, or related field required; Masters degree preferred.
  • Experience: Minimum 7 years of progressive experience in transportation planning or traffic engineering, with at least 3 years in a supervisory or project management role.
  • Professional credentials: PE (Civil/Traffic) and/or AICP preferred.
  • Required technical skills: Proven expertise in Transportation Planning, Traffic Engineering (TE), travel demand modeling, trip generation, mode choice modeling, and traffic impact analysis.
  • Modeling & software proficiency: Required experience with at least one regional travel demand/modeling platform (e.g., TransCAD, PTV Visum, EMME) and demonstrated ability with traffic microsimulation and operations tools (e.g., Synchro, VISSIM, HCS).
  • GIS & spatial analysis: Strong skills in ArcGIS and spatial analysis workflows, including origin-destination analysis and corridor visualization.
  • Data & analytical skills: Advanced data analysis and statistical analysis capabilities using Python, R, SQL, and Advanced Excel; experience processing GPS/AVL and travel survey data.
  • Design & drafting tools: Working knowledge of AutoCAD and MicroStation is desirable for plan review and deliverable production.
  • Planning specialties (preferred): Experience in freight planning, bicycle & pedestrian planning, transit planning, multimodal planning, corridor studies, and scenario & land use modeling.
  • Regulatory & funding processes: Familiarity with NEPA/CEQA environmental review, MPO/TIP/STIP processes, grant and funding application preparation, and public engagement best practices.
  • Project management & communication: Strong project management skills including scope/budget/schedule control, QA/QC, and proven ability to communicate technical information clearly to non-technical stakeholders.
  • Safety & compliance: Experience performing safety and crash analyses and applying ADA and Complete Streets compliance standards in project recommendations.
  • Other: Ability to travel for field work and attend public meetings as needed; valid drivers license and reliable transportation.
