Job description

Responsibilities
We are seeking highly skilled and experienced Program Manager to join our team at Offutt Air Force Base (AFB), supporting the 55th Wing (55 WG). The Program Manager will be responsible for the Air Force Intelligence Community Information Technology Enterprise program at Offutt AFB. Program Manager will be responsible for ensuring that all projects align with organizational goals, are delivered on time, and meet quality standards. These roles require expertise in program management, leadership, and the ability to manage cross-functional teams and stakeholders effectively.
Key Responsibilities:
  • Plan, execute, and oversee programs and projects to ensure alignment with organizational goals and mission objectives.
  • Define program objectives, scope, and deliverables in collaboration with stakeholders.
  • Develop and manage program budgets, schedules, and resources.
  • Monitor program performance and progress, identifying and mitigating risks as needed.
  • Coordinate and communicate with cross-functional teams, ensuring alignment and collaboration.
  • Provide regular updates and reports to senior leadership and stakeholders.
  • Ensure compliance with organizational policies, industry standards, and regulatory requirements.
  • Foster a culture of continuous improvement by identifying opportunities for process optimization.
  • Travel required up to 10%.

Qualifications
Required Qualifications:
  • Experience/ Education: 20 years w/o a degree or 18 years with AS/AA or 16 years with BS/BA or 14 years with MS/MA or 12 years with Phd
  • DOD 8140 Compliance based on DCWF code 801 Advanced level

  • Technical Expertise:
  • Proficiency in program management tools and methodologies (e.g., Agile, Scrum, or PMP frameworks).
  • Advanced knowledge of cyber defense tools, network security, and incident response methodologies.
  • Strong understanding of cyber threat analysis and mitigation strategies.

  • Skills:
  • Strong leadership and team management skills.
  • Excellent written and verbal communication skills for producing reports and collaborating with stakeholders.
  • Ability to manage multiple priorities and work under pressure.

  • Security Clearance: Active Top Secret/SCI clearance is required with Polygraph eligibility

Preferred Qualifications:
  • Experience supporting the 55th Wing (55 WG) or similar military organizations.
  • Certifications such as Project Management Professional (PMP), Certified Scrum Master (CSM), or equivalent.
  • Knowledge of cryptologic systems, tools, and methodologies.
  • Completion of a commercial, military, or U.S. Government cybersecurity training course or specialized certification.
  • Experience: Minimum 15 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
  • Education: Master's degree from a college or university accredited by an agency recognized by the U.S. Department of Education or have a bachelor's degree from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 15 years of related expert experience, for a total of 20 years, as a substitute to the master's degree.
  • Familiarity with Air Force cybersecurity policies and procedures.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
