Job Description
The Project Manager will lead and coordinate multiple technology initiatives within a secure, cloud-based federal IT environment. This role is responsible for overseeing project planning, execution, delivery, and operational support activities across cross-functional teams supporting enterprise applications, digital content delivery platforms, and cloud infrastructure services.
The successful candidate will manage multiple fast-paced projects simultaneously while collaborating closely with technical leadership, engineers, business analysts, content specialists, cybersecurity personnel, and client stakeholders. The Project Manager will serve as the primary coordination point between business and technical teams to ensure solutions are delivered on schedule, within budget, and in alignment with security, compliance, accessibility, and operational requirements.
This role requires strong experience managing technology initiatives across the full Software Development Lifecycle (SDLC), including requirements gathering, planning, testing coordination, deployment readiness, risk management, operational support, and stakeholder communications.
Key responsibilities include:
  • Managing multiple concurrent IT projects and operational initiatives in a dynamic, client-facing environment
  • Developing and maintaining project schedules, milestones, timelines, resource plans, and delivery roadmaps
  • Collaborating with stakeholders to define project scope, priorities, deliverables, and operational requirements
  • Coordinating integrated technical teams consisting of developers, cloud engineers, security personnel, business analysts, and content specialists
  • Supporting cloud-based application modernization, infrastructure operations, and digital content management initiatives
  • Managing project risks, dependencies, action items, budgets, and key performance indicators (KPIs)
  • Supporting governance activities including change control, audit readiness, compliance reporting, and operational reviews
  • Coordinating production deployments, maintenance activities, testing cycles, and release communications across multiple environments
  • Facilitating communication between technical and non-technical stakeholders, including preparation of status reports, presentations, and executive briefings
  • Supporting continuous improvement initiatives related to process optimization, operational efficiency, automation, and service delivery
  • Assisting with coordination of security and compliance activities, including vulnerability remediation tracking, documentation reviews, and continuous monitoring support in alignment with federal standards
  • Supporting publication schedules and coordination activities for internal and public-facing digital content and technology platforms
  • Ensuring project documentation, action items, decisions, and technical artifacts are maintained accurately and consistently
  • Working closely with technical leads and delivery teams to ensure priorities and deliverables remain aligned with client expectations and organizational objectives

The candidate must be comfortable operating in a highly collaborative environment and interfacing directly with client leadership, technical teams, and external stakeholders both virtually and in person.
This position may incur regular travel to/from Falls Church, Va. and Rockville, Md. The position will be located at our headquarters in Falls Church, Va. CTAC supports a flexible hybrid remote/in-office schedule.
Job Requirements
Required Qualifications:
  • Bachelor's degree in Information Technology, Business Administration, Computer Science, Engineering, or related field
  • 5-8 years of relevant technical project management experience supporting enterprise IT systems, software development, or cloud-based solutions
  • Strong understanding of the Software Development Lifecycle (SDLC), including requirements management, testing, deployment, and operational support
  • Experience managing cross-functional technical teams in a fast-paced, client-facing environment
  • Experience coordinating multiple concurrent projects with competing priorities and deadlines
  • Strong understanding of modern IT infrastructure, cloud environments, application architectures, and system dependencies
  • Experience supporting cloud-based technology initiatives and coordinating infrastructure, application, and operational activities
  • Ability to develop and manage project schedules, budgets, resource plans, risk registers, and project reporting metrics
  • Experience facilitating requirements discussions and translating business needs into actionable technical workstreams
  • Strong verbal and written communication skills with the ability to communicate effectively across executive leadership, technical teams, vendors, and business stakeholders
  • Experience leading stakeholder meetings, preparing status reports, and presenting project updates to senior leadership
  • Ability to identify risks, resolve issues, manage ambiguity, and drive projects to successful completion
  • Demonstrated leadership, organizational, and relationship management skills
  • Ability to quickly learn and adapt to new technologies, tools, and operational processes
  • PMP certification or equivalent project management certification
  • Experience supporting federal government IT programs and working within compliance-driven environments
  • Familiarity with federal security frameworks and processes including FISMA, NIST, FedRAMP, and Authority to Operate (ATO) activities

Desired Skills:
  • Experience working within AWS or similar cloud environments, including familiarity with cloud operations, infrastructure concepts, and DevOps practices
  • Familiarity with Agile project delivery methodologies and collaboration with Agile development teams
  • Familiarity with CI/CD pipelines, release management, and cloud-native development practices
  • Experience with Jira, Confluence, Microsoft Project, Smartsheet, or similar project tracking and collaboration tools
  • Understanding of digital content management and publication workflows
  • Strong analytical and problem-solving skills with high attention to detail
  • Experience supporting operational governance, change control boards, or IT service management processes
  • Ability to balance strategic planning with hands-on project coordination and execution
