This is a seconded position, meaning the selected candidate will be employed by ITAC but work full-time on assignment with one of our clients. While day-to-day responsibilities will be managed on-site with the client, ITAC provides ongoing support, resources, and benefits as your employer. This position is full time contract work anticipated to last through the end of 2026, and requires the employee to be on the client's Hopewell, VA site. ITAC is seeking an experienced Senior Project Manager to lead the planning, execution, and successful delivery of capital projects within a complex industrial manufacturing environment. This position is responsible for managing projects throughout their full lifecycle, from concept development and front-end engineering through detailed design, procurement, construction, commissioning, startup, and project closeout.
The Senior Project Manager will partner with operations, maintenance, engineering, procurement, contractors, and leadership teams to safely execute projects that improve reliability, productivity, capacity, and operational performance. This role requires strong technical expertise, leadership skills, and a demonstrated ability to manage multiple capital projects simultaneously while delivering results on schedule and within budget.
Responsibilities:
The Senior Project Manager is responsible for leading the successful execution of capital projects in a complex industrial manufacturing environment. This role provides project leadership, technical oversight, financial stewardship, and stakeholder coordination from project conception through startup and closeout. The ideal candidate will drive safe, efficient, and cost-effective project delivery while partnering with operations, maintenance, engineering, and business leaders to support strategic objectives, improve operational performance, and maximize return on capital investments.
  • Lead and manage capital projects through all phases of the project lifecycle, including concept development, scope definition, engineering, procurement, construction, commissioning, startup, and project closeout.
  • Oversee multiple concurrent projects while managing scope, budgets, schedules, resources, and project risks to ensure successful delivery against business objectives.
  • Champion a strong safety culture by ensuring compliance with all health, safety, environmental, and regulatory requirements, participating in safety reviews, field audits, and contractor safety activities.
  • Provide engineering leadership and technical guidance, collaborating with operations, maintenance, reliability, and external partners to develop practical, cost-effective solutions that meet operational and quality requirements.
  • Develop project budgets, cost estimates, economic evaluations, capital authorization requests, and monthly capital forecasts to support investment decisions and financial performance.
  • Manage contractor and supplier relationships, including bid package development, contractor selection, procurement coordination, and construction oversight.
  • Ensure compliance with applicable codes, standards, quality requirements, and company specifications throughout project execution.
  • Partner with cross-functional stakeholders to support capital planning, continuous improvement initiatives, productivity enhancements, reliability improvements, and strategic business objectives.
  • Foster strong working relationships across engineering, operations, maintenance, leadership, contractors, and vendors while mentoring and developing less experienced engineers and project team members.

Requirements:
  • Bachelor's degree in Engineering or a related technical discipline.
  • 10+ years of progressively responsible experience managing capital projects in an industrial manufacturing, petrochemical, chemical processing, refining, energy, or similar heavy industrial environment.
  • Demonstrated experience managing capital projects from concept through startup and closeout.
  • Experience overseeing multiple projects simultaneously while balancing priorities, budgets, and schedules.
  • Strong understanding of project management processes, construction execution, and contractor management.
  • Knowledge of industrial safety practices, environmental compliance requirements, and applicable engineering codes and standards.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent verbal, written, and interpersonal communication skills.
  • Proficiency with Microsoft Office Suite and project management tools.

Preferred Qualifications
  • MBA or other advanced technical or business degree.
  • Project Management Professional (PMP) certification.
  • Six Sigma Green Belt, Black Belt, or equivalent continuous improvement experience.
  • Experience with project controls, including estimating, scheduling, forecasting, and cost management.
  • Experience working in chemical, petrochemical, specialty chemical, or related process manufacturing facilities.

The typical base salary range for this position is between $130,000-$180,000
