M&J Engineering is a leader in construction management and inspection, ITS, mechanical, electrical, wastewater, water supply, tunnel airport, port, marine/coastal, environmental engineering, and design-build services for both new infrastructure projects and renovations.

The Senior Project Manager / Director- DMV DOT Market position is responsible for leading civil engineering/construction management and business development efforts across the Washington DC, Maryland, and Virginia Departments of Transportation (DMV DOT). The role includes managing teams and projects, cultivating client relationships, and driving strategic growth.

ResponsibilitiesBusiness Development
  • Identify, qualify, and develop new business and staff augmentation opportunities across DDOT, VDOT, and MDOT.
  • Lead account planning, capture, and teaming (primes/subs), including call plans, competitive assessments, and win themes.
  • Build and manage a 12-24-month pipeline; monitor RFP forecasts, attend industry days, and coordinate pre-RFP positioning.
  • Partner with marketing/proposals to craft persuasive technical and management write-ups and compliant submittals.
  • Maintain CRM hygiene (contacts, pursuits, stage gates, probabilities, next actions).
  • Coordinate with recruiting to line up qualified engineering/technical talent for client staff-augmentation needs.
  • Provide regular forecast, KPI, and capture status updates to leadership; model a customer-service mindset.
  • Conduct market research and identify growth opportunities.
  • Cultivate strategic partnerships and lead initiatives to expand market share.
  • Develop and generate business with major state agencies and municipalities in the DMV region.
Operations
  • Lead and support construction management and engineering teams/projects, fostering a culture of high performance and continuous improvement.
  • Manage all future work in the DMV region, including budgeting and strategic planning.
  • Allocate resources to support operational and strategic initiatives.
  • Ensure compliance with industry regulations and conduct regular audits.
  • Communicate planning objectives and results to senior management.
  • Oversee recruitment, daily workflow, and project plan approvals.
  • Ensure projects are completed within budget and efficiently.
  • Establish and implement strategic direction for engineering and development.
  • Align departmental actions with company business plan and vision.
  • Negotiate contracts and coordinate contractor work.
  • Mentor staff as needed.
QualificationsRequired Qualifications (Sr. Project Manager)
  • Bachelor's degree in Civil Engineering or a closely related field.
  • Minimum of 15 years of progressive experience in engineering management or project leadership.
  • Minimum of 3 years of managing operations and business development in the industry.
  • Proven experience working with DMV agencies such as DDOT, VDOT, or MDOT.
  • Strong leadership, communication, and strategic planning skills.
  • Demonstrated ability to manage budgets, teams, and complex projects.
Preferred Qualifications (Director)
  • Master's degree in Engineering, Business Administration, or related discipline.
  • Professional Engineer (PE) license in DC, MD, or VA.
  • 20+ years of experience in civil engineering/construction management industry.
  • Minimum of 5 years of managing operations and business development in the industry.
  • Experience in business development and client relationship management.
  • Familiarity with DMV procurement processes.
  • Experience mentoring engineering professionals and managing cross-functional teams.
  • Knowledge of federal and state transportation and infrastructure regulations.
Compensation

Base salary range: $150,000-$200,000 annually with competitive bonus structure. Title and compensation will be based on experience, education, and responsibilities.
