Director, Project Management Office (PMO Director)
Reports To: Chief Operating Officer (COO)
Position Summary
The PMO Director is responsible for enterprise-wide project and contract management governance across SiloSmashers. This role ensures consistent application of sound project management methodologies from contract initiation through closeout, coordinates technical recruiting and competency development across all projects, and provides executive-level visibility into contract performance, risk, and delivery quality.
The PMO Director serves as a key integrator between Contract Management, Finance, Human Resources, Growth, and Technical Competency Leads, ensuring contractual obligations are met, deliverables are high quality, invoices are accurate, and staffing actions are executed efficiently. This position plays a critical leadership role in strengthening SiloSmashers' contract management maturity, methodology standardization, and knowledge management.
Key Responsibilities
PMO Leadership & Governance
• Provide overall leadership and direction for the Project Management Office, establishing templates, SOPs, tools, and generally ensuring disciplined project management practices are applied consistently across all contracts throughout their lifecycle.
• Ensure and track that contract kickoffs, onboarding processes, and contract orientation are conducted for all projects and new hires; actively participate in all contract kickoff meetings.
• Coordinate continuity protocols (including naming a temporary Contract Manager backfill, to include themselves) during extended absences (greater than three business days) to ensure continuity of operations and customer support.
Contract & Program Management Oversight
• Coordinate and conduct monthly and quarterly Contract Management Reviews in collaboration with Contract Managers for SiloSmashers leadership, including the COO, Chief Growth Officer, Director of Human Resources, and Director of Finance. To include regular lessons learned and after-action reviews.
• Assists and contributes to Enterprise risk management with the COO.
• Participate in spend plan reviews and forecasting between Finance and Contract Managers to ensure timely awareness and understanding of contract changes, funding adjustments, and performance impacts-both positive and negative.
• Leads portfolio prioritization and resource allocation across contracts, assisting the CM when needed to balance work when resources are constrained, and adjudicating trade-offs among competing demands for personnel and budget, especially in recruiting resourcing scenarios.
• Ensure all contract deliverables are completed, quality-assured, and delivered to customers in accordance with contract requirements and internal standards.
• Review CRS and CPARS data, evaluate customer health trends, identify escalation paths, and work with CMs to close gaps.
Financial & Invoice Accuracy
• Ensure 100% accuracy of invoices following Contract Management and Finance reviews prior to submission to CEO for signature and in turn to customers.
• Support alignment between contract execution, funding profiles, and financial reporting through close coordination with the Finance team.
• Work with contract managers and finance for financial contract risks and development mitigation strategies.
Workforce Coordination & Technical Recruiting
• COORDINATE in conjunction with respective Contract Managers technical recruiting activities across all projects to ensure alignment with contract requirements and enterprise staffing priorities.
• Prioritize recruiting activities in collaboration with COO and CGO.
• Partner with competency leads and technical leads to coordinate and standardize technical skill requirements across projects.
• Ensure effective coordination/hand-off with Human Resources once hiring managers provide approval to proceed with hiring.
• Oversee and coordinate with HR/FSO, all pre-hiring activities, including background investigations, Entry on Duty (EOD) processes, and clearance verifications.
Methodologies, Knowledge Management & Continuous Improvement
• Build and maintain an enterprise knowledge repository for SiloSmashers methodologies, tools, and approaches.
• Work with competency leads to ensure methodologies are documented, maintained, and continuously improved.
• Enhance Contract Management SharePoint sites to improve reporting, transparency, and executive visibility into contract performance and status.
• Serve as a member of the ISO quality team ensuring contract activities are aligned.
• Brainstorm and Integrate Artificial Intelligence tools into CM and PMO workflow.
• Institute a Red/Amber/Green (RAG) or similar high level KPI to flag contracts at risk, including escalation to the COO when thresholds are violated.
New Business & Proposal Support
• Serve as the accountable leader for management and staffing plans within SiloSmashers proposals, ensuring consistency, compliance, and alignment with corporate delivery standards.
• Ensure proposed project management, staffing, onboarding, and quality assurance approaches align with SiloSmashers methodologies and operational capabilities.
• Work with CMs and COO to identify and execute organic growth paths with existing customers.
Required Qualifications
• Bachelor's degree in Business, Project Management, Information Technology, or a related field (or equivalent experience).
• Project Management Professional (PMP) or equivalent certification.
• Demonstrated experience leading enterprise or multi-project PMO functions in a federal contracting or professional services environment.
• Extensive experience in contract management, project delivery oversight, and cross-functional coordination with Finance, HR, and Growth teams.
• Strong understanding of project management methodologies, contract lifecycle management, and quality assurance practices.
• Proven ability to communicate effectively with executive leadership and external customers.
Preferred Qualifications
• Experience supporting federal government contracts and managing compliance-driven programs.
• Experience developing and standardizing organizational methodologies and knowledge repositories.

Requirement: on-site at SiloSmashers HQ at least 3 days/week. Client site/contract manager visits as required.
