Summary Objective

Stellar Energy is seeking an experienced PMO Director to oversee end‑to‑end program and project management operations. This role will drive business transformation, strengthen project management maturity, and ensure consistent adoption of PMO standards. The PMO Director will guide AOP development, portfolio prioritization, demand management, and financial oversight while enabling strategic project outcomes.

Essential Functions
  • Partner with leadership to guide project portfolio prioritization and budget alignment.
  • Collaborate with strategic partners to enhance PMO baselines and improve roadmaps.
  • Define and improve PMO execution performance metrics.
  • Standardized stakeholder management practices across teams.
  • Align cross–functional portfolios and project execution strategies.
  • Facilitate project and gate reviews to ensure alignment with KPIs.
  • Develop and maintain project management methodologies.
  • Improve PPM tools and processes in coordination with enterprise PMO.
  • Provide executive visibility into risks, costs, and performance.
  • Drive financial and benefits realization frameworks.
  • Oversee demand control, resource planning, and delivery management.
  • Coach and develop program and project managers.
  • Lead PMO governance, standards, and process deployment.
  • Influence leaders to drive disciplined project delivery.
  • Develop PM talent and certification programs.
  • Analyze project data and lead continuous improvement initiatives.
  • Manage rollout of PM tools, systems, and training.
  • Maintain oversight of full project portfolio.

Work Location

This position will work out of our Main Office in Jacksonville, FL. This position is not approved for telecommuting or working remotely. Or where the employee will physically work.

Work Environment

Most work is performed in an office environment. Regular trips to SEA Fabrication Shop for observation and research are required.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to walk; use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand. The employee must frequently lift or move objects up to 10 pounds and occasionally lift or move objects up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and the ability to adjust focus .

Position Type / Expected Hours of Work

This is a full‑time position. Days and hours of work are Monday through Friday, 8:00am‑5:00pm.

Travel

Anticipated 10–25% travel for this position. Some occasional local day travel may also be necessary. Occasional travel to customer job sites and conferences may be required.

Required Education and Experience
  • Bachelor’s degree in engineering or related field.
  • Minimum 12 years of project/program experience and 7+ years of leadership experience.
  • PMO leadership experience required.
  • PMP certification required or must be obtained.
Preferred Education and Experience
  • Master’s degree or MBA preferred.
  • Advanced program management certifications preferred.
Work Authorization

Must be authorized to work in the USA.
