Position Overview and Responsibilities:

DEP's Office of Technology and Information Services (OTIS) is currently recruiting for a Project Manager I. This position serves as the Project Management Office (PMO) Manager for the Office of Technology & Information Services (OTIS), Business Management Services section (BMS). This position is responsible for providing direction and supervision to employees within the enterprise Project Management Office. This position requires solid judgement along with organization skills, strong leadership capabilities, and a knack for bridging strategic vision and execution by optimizing resources.

The responsibilities are defined as: 

Develop, manage, and lead the Enterprise Project Management Office.  Provide enterprise-level visibility, coordination and governance support for technology projects across the department. Ensure alignment of initiatives with applicable standards, policies, and regulatory requirements, including Florida Administrative Code 60GG-1. Participate in and support oversight of technology projects across the enterprise, ensuring alignment with strategic objectives and priorities. Review and promote consistent project governance structures, methodologies, and delivery practices. Monitor project progress and identify risks, dependencies, and opportunities for improved coordination for each project and communicate concerns to leadership. Support the evaluation of project outcomes and the application of lessons learned to improve enterprise project delivery. Work with subject-matter experts and program staff to develop service requirements and conditions. Establish and communicate operational policies and procedures.

Manage Stakeholder Engagement and Cross-Functional Collaboration. Support project initiatives through coordinated engagement with key partners and cross-functional teams, both within OTIS and throughout the agency. Maintain relationships with agency leadership and key program area staff to advance strategic initiatives. Facilitate collaboration across stakeholders to support project alignment goals. Represent DEP in relevant forums, working groups and interagency efforts related to enterprise technology initiatives as applicable. 

Lead and Manage Staff.  Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance. Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing personal growth opportunities. Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. Maintain quality service by enforcing quality and customer service standards; and analyzing and resolving quality and customer service problems with staff. Contributes to team effort by accomplishing related results as needed. 

Provide Excellent Customer Service.  Serve as a customer service representative on behalf of OTIS when interacting with customers through all communication media with effective and efficient verbal and written communications. Identify and meet the needs of customers in order to provide excellent customer service. The PMO Manager must be helpful, cooperative, polite, respectful, and concerned at all times in the interactions with customers.

Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of state and federal regulations related to technology, cybersecurity, and privacy, including Florida Administrative Code 60GG-1. Familiarity with compliance frameworks and the ability to ensure projects and partnerships adhere to these guidelines.
  • Knowledge of Project Management Methodologies, including a comprehensive understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and tools (e.g., Microsoft Project, JIRA), including risk management, project planning, and execution.
  • Knowledge of stakeholder management
  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Ability to communicate effectively in both written and verbal formats.
  • Ability to manage multiple responsibilities and tasks with a mature and professional attitude.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments.
  • Ability to organize data into logical format for presentation in reports, documents, and other materials.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.
  • Ability to work independently or in a team environment.
  • Ability to solve problems and make decisions.
  • Strong critical thinking and judgment skills.
  • Ability to manage and resolve conflict utilizing a customer-centric and servant leadership approach.

Minimum Qualifications: 

  • At least five years of verifiable related experience in project management.  Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Two years of supervisory experience.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

  • Project Management Professional (PMP) Certification
