DescriptionJoin the City of Reno and become part of an amazing team that strives every day to make our community a place we are all proud to call home.The ideal candidate will perform a variety of engineering duties in support of the City's engineering services and activities, including planning, designing, and implementing capital improvement projects related to wastewater/reuse facilities, stormwater systems, sanitary sewer infrastructure, and other public works projects. This position coordinates projects to ensure timely, cost-effective, and compliant completion; evaluates engineering challenges and recommends practical solutions; and collaborates with community members, contractors, developers, consultants, and City staff to support the successful delivery of public infrastructure projects.
We currently have one vacancy in the Utility Services Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

- Design and prepare contract specifications for construction of various public works and capital improvement projects; research design requirements, perform engineering calculations, analyze material and design data; utilize software models; prepare estimates of time and material costs.
- Participate in the management of assigned projects; administer consultant and construction contracts; advertise for bids; select, coordinate, and participate with engineering consultants; review and approve contract changes; approve progress payments for contractors and consultants.
- Conduct field inspections and investigations of construction projects; ensure compliance with established designs and all applicable codes and regulations; submit permit applications and facilitate permit process; prepare reports on recommended modifications.
- Conduct technical reviews of plans and reports for projects affecting City streets, sewers, drains, and related public works facilities for adequacy and conformance with applicable municipal codes and regulations.
- Analyze various engineering functions including hydrology, water distribution and piping systems, treatment facilities, utility plans, and construction documents; evaluate plans for deficiencies; recommend and/or design solutions.
- Prepare a variety of engineering reports, studies, and technical documentation; utilize specialized engineering applications, databases, programs, and graphics.
- Prepare reports for the City Council, Planning Commission and other committees regarding engineering projects and status.
- Respond to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors and City staff regarding engineering and development projects.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering; research, review, update and revise existing ordinances, policies and design standards; incorporate new developments as appropriate into programs.

Minimum QualificationsThe following minimum qualifications are required to be met at the time of application.
Education:Bachelor's degree from an accredited college or university with major coursework in civil engineering or a related field.

Experience:Some professional engineering experience is desirable.

Examination Process:Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. Employee/Veteran Preference in the Event of Tie Scores:Open Competitive Examination (Rule VII, Section 7):
In the event of tie scores, candidates will be provided a rank preference in the following order:
- City of Reno classified employees who are veterans
- City of Reno classified employees who are not veterans
- City of Reno non-classified employees and external candidates who are veterans
This preference is only used to break ties. Proof of honorable discharge must be submitted with the application.
Promotional Examinations (Rule VIII, Section 7):
If two or more employees earn the same final score (including seniority points), veterans' preference will be applied if any of the tied employees have submitted proof of an honorable military discharge. This preference is only used to break ties. If a tie still remains, it will be broken based on seniority in the current classification. Proof of honorable discharge must be submitted with the application.
Seniority Points:Seniority Credit (Rule VIII, Section 9):
Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:
The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.
Appointment and Certification:Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
Probationary Period: Certification of Eligibles, Appointments, and Probation (Rule VII, Section 12)
Classified employees who are newly hired, promoted, reclassified, transferred, or who voluntarily demote to a lower position are subject to a probation period.
The only exception is if an employee chooses to voluntarily demote back to the exact job they previously held within 24 months of being promoted.
