ProSidian Seeks a Project Management Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices.

The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, business processes, and customer service using project management, administration, and change management techniques.

Project Management Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Project Management Initiatives.ย  This position Supports day-to-day projects to include status reporting, risks and issues, resources, and Government property coordination. Excludes support for IT projects..ย  Key project workstreams align with BPA Statement Of Work Workstreams: 4.1 - BPA Program and Project Management.ย 

The Project Management Consultant shall provide Program Management and BPA Order Project Management support for the BTT services described in this BPA. Program Management and Project Management support include the effort to plan, structure, coordinate, schedule, manage, communicate, report, and steward all respective work activities throughout the BPA period of performance.

The Project Management Consultant shall provide both BPA-level Program Management services and BPA Order-level Project Management services to establish control, management, monitoring, and notification mechanisms for the BTT requirements. Moreover, The Project Management Consultant shall work with the BPA Contracting Officer (CO), Contract Specialist (CS), and the Contracting Officer's Representative (COR) to ensure that tasks stay on track and that milestones are met. Representative activities include, but are not limited to:

  • Administering the BPA;
  • Preparing a BPA Order Management Plan (OMP) for each individual BPA order, describing the technical approach, organizational resources, and management controls throughout order execution;
  • Preparing monthly status reports, per section 4.2
  • Establishing a structured pro-active process to notify the Fed. Govt. Agency when the Fed. Govt. Agency inputs are required (e.g. acceptance of a contract data requirements list (CDRL), approval of a decision, change review);
  • Complying with reporting requirements, as described in the individual task orders;
  • Following escalation procedures for problems, issues, and recommendations, and risks as tasked;
  • Safeguarding information;
  • Managing staff and resources;
  • Facilitate the on-boarding and off-boarding of Contractor personnel. This includes assisting COR to collect and complete the necessary badging documents, IT training, possible system requests, and assigning/retrieving accountable property.
  • Providing risk management and mitigation, per section 4.4;
  • Conducting and participating in progress meetings, facility meetings, training meetings, performance meetings, program/project reviews, management briefings, stakeholder presentations, demonstration meetings, transition meetings, and COR site visits, and post requirements meetings;
  • Communicating and responding to ad hoc data calls and queries;
  • Documenting project work plans (PWP) to identify the work to be performed, the approach, deliverables and deadlines associated with specified BPA Orders.

Qualifications

The Project Management Consultant - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.ย 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The Project Management Consultant shall be classified under the Labor Categories and Experience of a Federal Project Manager with professional qualifications that include A minimum of 10-15 years relevant work experience. Project Manager holds a bachelor's degree, PMP Certified and will provide a combination of the following:

  • Demonstrated ability to provide strategic guidance and direction in designing, implementing and managing business operations and process improvement.
  • Manage multiple projects of high complexity.
  • Recognized subject matter knowledge in one or more solution areas.
  • Extensive experience in design, implementation and management of business operations, improvements or strategy projects.
  • Interfaces with the client on strategic issues.
  • Serves as the customer's authorized interface with the Contracting Officer (CO), the BPA/Task Order level Contracting Officer's Representative (COR), Government management personnel, and customer agency representatives
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.
  • Responsible for overall contract performance.
  • Develops work breakdown structures, prepares charts, tables, graphs, and diagrams to assist in analyzing problems.
  • Responsible for tracking, analyzing, reporting, and providing data on project operations, finances, contracts, and administrative issues, milestones, and deliverables.

This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)

TRAVEL:ย  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.ย 

LOCATION:ย  Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)
