Location: Hybrid โ€” National Capital Region; on-site at TSA Headquarters (Springfield, VA) and Bren Mar Facility (Alexandria, VA) as required


Position Summary:

This role provides senior-level program management leadership for federal facilities contractor support services to the Department of Homeland Security (DHS), Federal Protective Service (FPS) Facilities Management Branch. The Project Manager serves as Key Personnel and the contractor's single point of contact with the Contracting Officer (KO) and Contracting Officer's Representative (COR), leading a multi-disciplinary team of facilities, space planning, real estate, and O&M specialists supporting the full life cycle of FPS's approximately 820,000 square-foot real property portfolio across roughly 180 offices and 280 occupancy agreements.


This position drives program execution, quality assurance, and process improvement across all PWS task areas, including space planning, relocation coordination, build-out/reconfiguration project management, occupancy agreement support, and operations and maintenance (O&M) project delivery. The Project Manager is responsible for transition planning, deliverable quality, schedule and budget performance, and stakeholder engagement at the senior executive level.


Responsibilities:

โ€ข Serve as the single point of contact for the KO and COR on all contractual and technical matters

โ€ข Be available by phone 0800โ€“1700 local time, Mondayโ€“Friday; respond to technical issues within 4 hours of notification

โ€ข Notify the Contracting Officer no less than 15 business days in advance of any Key Personnel changes, with written justification and proposed substitute qualifications

โ€ข Develop and execute the Transition Plan within 30 calendar days of contract award; lead onboarding, security processing, system access provisioning, and stakeholder introductions

โ€ข Deliver monthly status reports to the COR covering work performed, technical progress, schedule status, deliverable acceptance, and recommendations

โ€ข Draft scopes of work for build-out and reconfiguration projects for the preparation of Rough Order of Magnitude (ROM) cost estimates

โ€ข Oversee planning and execution of build-out and reconfiguration projects, supporting compliance with safety, security, and accessibility standards

โ€ข Coordinate with GSA, contractors, FPS leadership, and tenant agencies to ensure project timelines, budgets, and requirements are met

โ€ข Support furniture design, delivery, and installation across build-out and reconfiguration projects

โ€ข Support and track budget planning for all occupancies, projects, and services

โ€ข Maintain the projects and services system of record (currently ServiceNow; transition to Tririgaยฎ or successor system as directed)

โ€ข Implement and maintain the contractor Quality Control Plan (QCP); conduct internal quality reviews and corrective action processes

โ€ข Ensure achievement of all PWS Acceptable Quality Levels (AQLs), including = 95% on-schedule relocation completion, = 95% on-time build-out delivery, = 90% ROM budget adherence, 100% regulatory compliance, = 85% stakeholder satisfaction, and = 95% deliverable accuracy

โ€ข Lead and oversee contractor staff, ensuring professional conduct that reflects positively on the U.S., DHS, and FPS

โ€ข Designate and maintain an alternate Project Manager with full authority to act in your absence

โ€ข Manage contractor staffing, hiring, performance, and retention; ensure Key Personnel continuity throughout the period of performance

โ€ข Develop and execute risk management plans, change management procedures, and program performance reporting

โ€ข Lead the production of recurring deliverables including the Build-Out/Reconfiguration Progress Tracker (Monthly), Weekly Real Property Disposal Tracker, Quarterly Portfolio and Performance Reviews, Annual Integrated Project Plan (IPP), Transition Plan, and Quality Control Plan

โ€ข Conduct weekly status meetings with the COR and quarterly program reviews with FPS leadership

โ€ข Draft and maintain Standard Operating Procedures (SOPs) for recurring program management processes

โ€ข Ensure all contractor employees comply with DHS/FPS rules, regulations, safety, and security policies, and complete required DHS IT Security Awareness Training and DHS Rules of Behavior

โ€ข Performs other related duties as assigned

Requirements:

Required Qualifications:

โ€ข Minimum of ten (10) years of progressively responsible experience in program or project management, with demonstrated experience leading multi-disciplinary federal contractor teams โ€” required

โ€ข Active Project Management Professional (PMP) certification โ€” explicitly required; candidates without an active PMP will not meet the minimum threshold

โ€ข Active Federal Acquisition Certification for Program and Project Management (FAC-P/PM) Level II earned within the last five (5) years, or equivalent โ€” required

โ€ข Demonstrated experience as a Contractor Program Manager or equivalent senior leadership role on federal task orders of comparable scope and value

โ€ข Demonstrated experience managing federal real property, facilities, construction, or workplace services programs

โ€ข Working knowledge of FAR, HSAR, DHS regulations, GSA leasing and real property regulations, and federal space utilization policies

โ€ข Working knowledge of build-out and reconfiguration project lifecycles, including ROM cost estimating, scope development, and construction administration

โ€ข Proficiency with project management software, scheduling tools (e.g., MS Project, Primavera), and IWMS/CAFM platforms (ServiceNow, IBM TRIRIGAยฎ or comparable)

โ€ข Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

โ€ข Excellent written and verbal communication skills in English for executive-level briefing and government interface

โ€ข Strong organizational and analytical skills with a track record of managing complex, multi-stakeholder federal programs

โ€ข Proven ability to manage and lead small to mid-sized teams in a federal contractor environment

โ€ข Strong communication and stakeholder engagement skills at the senior executive level

โ€ข Consistent attention to detail with the ability to identify discrepancies

โ€ข Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results

โ€ข Ability to prioritize and handle multiple project deadlines


Preferred Qualifications:

โ€ข Bachelor's degree in Business, Engineering, Construction Management, Facilities Management, Public Administration, or a related field; Master's degree (MBA, MPA) preferred

โ€ข Prior experience supporting DHS, FPS, GSA, or other federal real property organizations

โ€ข Familiarity with the GSA OASIS+ contract vehicle and federal task order environments

โ€ข Experience supporting federal real property audit readiness, RPDW reporting, or Exhibit 54 submissions

โ€ข Prior experience as a Contracting Officer's Representative (COR) or supporting COR functions

โ€ข Working knowledge of GSA occupancy agreements, SF-81 Requests for Space, and Programs of Requirements

โ€ข Experience with earned value management and federal program performance reporting

โ€ข Must safeguard Controlled Unclassified Information (CUI) in accordance with HSAR 3052.204-72 and DHS Policy Directive 4300A

โ€ข Residence within the National Capital Region (NCR) and ability to report to TSA Headquarters (Springfield, VA) and the Bren Mar Facility (Alexandria, VA) as mission needs require
