About the Job

Primary Purpose
Guide our HSE programs based on Health, Safety, Environmental and Regulatory and Corporate Guidelines.  Manage the application of these programs within the TEN facilities following the technical and safety procedures and standards according to the Project plans.  Demonstrate a high focus on building a strong HSE culture by spearheading a local HSE Team, supporting Construction Managers, Project Managers, subcontractors and external clients.  The person in this role will report to the Head of HSE Americas and serve as part of the TEN Project senior management team under the direction of the TEN Project Director.  This position will be the lead HSE role responsible for supporting all HSE activities at one major project sites, including but not limited to the Louisiana and associated fabrication yards.

This position will start in Houston, TX, but will then be moved to site as the project needs and requirements.

Duties and Responsibilities

- In collaboration with project leadership, develop a strong accountability and compliance culture that captures the hearts and minds to strive for outstanding results.
- Ensure that local HSE management systems are in place and compliant with all relevant HSE standards (e.g., ISO 14001, 45001, etc.).
- Manage a team of HSE professionals at the site to provide forecasting, planning, guidance, training, and technical support.
- Ensure the HSE team provides daily engagement to project teams and subcontractors through the promotion of safe work practices, internal and external audits, high-risk walk focused hazard hunts, execution support, subcontractor safety oversight, and risk management mitigation.
- Drive HSE awareness among the project manager teams and subcontractors through regular HSE communications such as Safety Alerts, Lessons Learned, Safety Moments, and Safety Focused Campaigns, etc.
- Lead site supervisors and subcontractors to monitor and track the accurate reporting of  HSE data e.g., all injuries, near misses, high-potential near misses (SIF), and  Leading and Lagging Indicators.
- Foster working relationships with key stakeholders to address challenges and drive the HSE culture.
- Monitor and maintain complete control and understanding of all federal, state, and local HSE regulations, legislation, and policies to keep the TEN Site team informed of changes and impacts and recommend solutions. These activities will help drive regulatory compliance at all times.
- Communicate, interact, and work closely with regulatory agencies and with various departments to facilitate compliance and effective implementation of plans.
- Lead programs for Hazard Hunt Walk throughs, toolbox meetings, lessons learned, stand-downs, incident investigations, internal and external audits, as well as the implementation of corrective actions.
- Maintain and evaluate incident statistics and determine root causes. Develop and implement action plans to mitigate risks, and drive change and accountability to improve project team safety awareness and activities.
- Evaluate HSE targets and performance KPIs for projects, engage and review with Project Managers to ensure HSE KPI criteria and expectations are exceeded.
- Prepare and present regular reports to senior management on  HSE performance, initiatives, and focused areas for improvement.
- Seek opportunities for Risk Reduction Projects to reduce risk in various project phases.
- Promote and participate in corporate Sustainability initiatives, e.g., training, volunteering, environmental, reduce/recycle/repurpose, etc.
- Drive continuous improvement initiatives to enhance safety and environmental practices.
- Develop, update, and maintain HSE plans, procedures, manuals, and programs.
- Case manage work-related injuries through direct involvement with staff and professional medical personnel.
- Set up and implement a system to review subcontractors' HSE action plans and performance for projects.
- Ensure an HSE training plan is developed and in place for projects.

Education

  • Bachelor's Degree Safety, Engineering, or related field preferred 

Experience

  • 15 Years Petrochemical, Refining, or Oil & Gas / LNG, Construction Required

Skills And Abilities

  • Possesses a strong understanding of operational and large scale project safety. 
  • Expertise in understanding and interpreting regulatory policies which include Occupational Safety and Health Administration (OSHA), Fire Protection Agency (NFPA), or Electrical Code (NEC) and Environmental Protection Agency (EPA) along with all applicable state regulatory requirements. 
  • Ability to apply strong written and oral communication skills while presenting and participating in generative discussions with internal and external project stakeholders. 
  • Strong leadership and team management skills, with the ability to influence and inspire across all levels of the organization. 
  • Action oriented and self-directed; good organization and project management skills. 
  • Demonstrated ability to manage projects and priorities in a fast-paced, dynamic environment. 
  • Possess a positive attitude and has the ability and poise to be professional during crucial discussions with regulators as well as company/partner executive management or while presenting critical information requiring management decisions to overcome issues and concerns regarding the site operations.
  • Possess strong leadership abilities to build a positive team environment, manage and influence team performance including mentoring and developing others. 
  • Strong analytical and critical thinking skills, with a focus on continuous improvement. 
  • Proven experience in site auditing, assessment, and coaching. 
  • Possess extensive experience in monitoring site safety performance, conducting audits, developing solutions to drive HSE leadership & accountability, implement corrective actions to effect change, and incident investigations.
  • Proficiency in HSE management software and Microsoft Office Suite. 
  • ISO 14001/ISO 45001 experience recommended 


Licenses and Certifications

  • Certified Safety Professional (CSP), Associated Safety Professional (ASP) or equivalent preferred 
  • Transportation Worker Identification Credentials (TWIC) eligible and required
