Role description:
Arcadis is seeking a highly skilled and motivated Project Controls Manager to support one of the most iconic and consequential infrastructure initiatives in the United States - the Gateway Hudson Tunnel Project (HTP).
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project.The HTP is a critical component of the broader Gateway Program - one of the most ambitious and impactful transportation initiatives in the nation - and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:
  • Lead the project controls function on behalf of the client, providing strategic guidance and operational oversight across scheduling, cost control, cash flow management, Cost estimate, risk management, reporting, tracking, forecasting, document controls, security-sensitive document handling, and data and systems management.
  • Develop and implement project control strategies, tools, and systems that align with federal funding requirements, owner standards, and industry best practices.
  • Manage integrated master schedules and ensure alignment across contracts, disciplines, and stakeholders; conduct time impact analyses (TIAs), float path reviews, and claims assessments.
  • Establish cost control frameworks including budgets, earned value analysis, forecasts, and contingency tracking; ensure proper documentation of change orders and budget adjustments.
  • Interface with internal GDC departments, NJT, FTA, and consultants to validate data accuracy, resolve variances, and communicate project performance.
  • Oversee the maintenance of project dashboards and reporting tools; provide executive-level briefings and performance summaries on a recurring basis.
  • Administer project risk and opportunity registers; lead regular risk workshops and support proactive mitigation planning.
  • Ensure compliance with contractual and regulatory reporting obligations, particularly for FTA and other federal funding agencies.
  • Mentor junior staff, promote knowledge transfer, and foster a culture of accountability, technical excellence, and continuous improvement.

Qualifications & Experience:
  • Bachelor's degree in civil engineering, Construction Management, Project Management, or a related technical field.
  • 15-20 years of progressive experience in project controls roles with at least 5 years in a leadership capacity on infrastructure mega-projects.
  • Proficiency in Primavera P6, Oracle Unifier, Kahua, or other industry-standard controls and reporting systems.

Key Skills and Abilities:
  • Demonstrated experience working within large public transportation programs, ideally as part of an owner's representative, program management consultant (PMC), or delivery partner organization.
  • Expert-level knowledge of scheduling, cost control, cost estimating, change management and risk management practices in heavy civil and transit infrastructure projects.
  • Strong understanding of FTA requirements, including reporting standards for grant-funded capital programs.
  • Ability to manage and analyze large datasets; proficiency with dashboarding tools such as Power BI is a plus.
  • Proven communication and stakeholder engagement skills, with experience reporting to executive-level leadership and public agencies.

Preferred Qualifications:
  • PMP, CCP, PSP, or equivalent certifications are preferred.
