Programmer - Job ID #HBITS-04-03369 Albany, NY, United States/ 2 Year Contract APPLICATION CLOSING DATE: 03-30-2016 PROGRAMMER Analysis, design, coding, component and assembly testing of all application code owned by the Application Team- Maintenance (including production support), enhancement and development work- Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions. Expert - 7 years Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field Responsibilities: The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex system. The responsibilities will include both new development as well as maintenance tasks.

Specific tasks will included: Responsible for assisting with the technical design for new development and system enhancements. Responsible for coordinating the technical solutions among various technical support groups. Presentations of technical solutions to management and technical support areas.

Responsible for implementing technical solutions. Assisting with requirements gathering sessions. Leading the analysis of requirements and system design work.

Development of technical design documents and program specifications. Coding, unit and integration testing of programming assignments. Writing and tuning SQL Technical Support of user testing efforts.

Performance tuning of new and existing applications. Production support tasks including analysis of issues, propose and implement solutions. Mentoring of less experienced staff would be required.

The candidate must be able to work in a fast paced environment where legislative changes must be quickly implemented. Required Skills: 7 years demonstrated experience developing clinical and non-clinical applications for a mental health related agency, which includes experience with Individualized Service Plans (ISP), patient assessments, and Medicaid reimbursement for HCBS Waiver and Personalized Recovery Oriented Services (PROS) programs. 7 years demonstrated experience working with HIPAA protected data related to mental healthcare and patient mental health records.

7 years demonstrated experience with Oracle 9i or higher, which includes ORACLE PL/SQL coding, stored procedures, packages, indexes, triggers, creating tables, etc., including the use of a tool to write and test SQL code and manipulate data (such as Toad). (NOTE: Microsoft SQL Server and MS Access are NOT considered valid database experience and should NOT be part of the 84 months experience) 72 Months Demonstrated experience with Visual Basic 6 (VB6). (Not VB.NET) 7 eyars xperience with ER Studio or similar product to design databases and create entity relationship diagrams
