Job description

Title: Contracts Manager – Sr (contingent 034) (2)

Location: APG, MD

Responsible for senior-level acquisition and contract planning expertise, supporting the efficient and compliant execution of programs within CPE IEW&S. A secret security clearance is required.

Responsibilities include:

Provide senior-level program analysis and contract planning support, with subject matter expertise in the oversight, reporting, and coordination of all CPE IEW&C contract actions, including the preparation of high-quality contracting documents for review at the General Officer level.

  • Provide expert review and guidance on critical acquisition documents – including PWS, QASPs, SCAs, Acquisition Plans, and Contract Strategies – for CPE IEW&S Program Managers (PMs) and Product/Deputy Managers (PdMs).
  • Prepare and analyze contract metrics, establish and monitor contract milestones in coordination with requiring activities and the Army Contracting Command (ACC), and provide regular updates to CPE leadership on Acquisition Lead Times (ALT) and potential award slips. Manage completion of taskers within the ETMS 2 database.
  • Serve as a primary liaison between PMs and ACC, facilitating communication and collaboration throughout the acquisition lifecycle; participate in various milestone and programmatic reviews. Maintain prime and sub-vendor tracking for congressional inquiries and industry engagements.
  • Coordinate and conduct contract training and community practice sessions for program managers and the CPE IEW&S workforce. Provide technical expertise in document/policy writing during the Integrated Product Team process and assist with Program Status Reviews up to the CPE level.
  • Coordinate and prepare industry day slide decks; lead and facilitate contractual one-to-end deep dives. Route and process RSCA’s through appropriate channels for signature.
  • Perform risk analysis on contracting milestones, provide subject matter expertise on the impact of new contracting regulations/guidance, and assist in planning contract actions with realistic IMS schedules and ALTs.
  • Provide acquisition management support services for the CPE IEW&S Headquarters Office, including management of the Procurement Portfolio Management Tool (PPMT) and BI Report Tools, and maintain/update content across the Procurement Portfolio.
  • Develop and implement methods, processes, and tools to strive for cost, schedule, and performance efficiencies in acquisition activities.
  • Provide contracting expertise to PEO IEW&S PMs and PdMs in areas such as Acquisition Requirement Packages, ALT metrics, Procurement Portfolio Management Tool database, and contract strategies. Assist in the establishment of contract milestones in coordination with the requiring activity and the Army Contracting Command (ACC). Must demonstrate specific experience supporting DoD 5000 procurements / ACAT programs.
  • Coordinate and assist in contract training and in-house seminars to various program managers. Assist in document writing during the Integrated Product Team process. Provide assistance with Program Status Review up to the Program Executive Office and their staff. Attend various milestone and programmatic reviews. Act as a liaison between the PMs and ACC. Provide risk analysis on contracting milestones and subject matter expertise in impacts of new contracting regulations/guidance.
  • Adhere to the company’s AS9100 and QMS policies, procedures and guidelines.
  • Will perform other duties as assigned.

Education/Experience:

  • Bachelor’s degree in Business and a minimum of 10 years’ experience in contracting or database management.
  • DAU Contracting Level II Certified or industry equivalent.
  • Substitution: A minimum of ten (10) years of relevant military service can be utilized as related experience.
  • Maintain a secret security clearance.

Highly Preferred:
• Prior supervisory experience required.
• Strong Knowledge and understanding of FAR, DFAR, DCMA, and DCAA compliance.
• Experience with GSA Schedule/Task Order Administration.
• Possess strong analytic skills, excellent written and verbal communication skills
• Ability to multi-task, handle multiple competing deadlines, pay extreme attention to detail, and self-starter.
• Willingness to work additional hours for special task assignments.
