Position Description:
Redhorse Corporation is seeking a Readiness Sustainment and Compatibility Program Support Analyst to work on task with the U.S. Fleet Forces (USFF). The USFF is responsible for coordinating, establishing, and implementing integrated requirements and policies for manning, equipping, and training Atlantic and Pacific Fleet units, strike groups, and strike forces. This role will provide comprehensive operational and environmental support for Fleet training range complexes and operations while meeting OFRP requirements and adhering to governmental environment laws, acts, statutes, and policies.
Duties amp; Responsibilities:
- Subject matter expert / technical analyst for Fleet ranges, SUA, and at-sea OPAREA readiness sustainment and compatibility (RSC) issues.
- Provide analysis of RSC impacts to Fleet ranges, SUA, and at-sea OPREAs including proposed oil/gas exploration and alternative/renewable energy proposals.
- Collaborate/coordinate with key non-USFF stakeholders on RSC issues as necessary to include Office of Secretary of Defense (OSD), OPNAV, PACFLT, Systems Commands (SYSCOM), Commander Naval Installation Command (CNIC) HQ, and Navy Regions.
- Interface with subordinate USFF commands including numbered Fleets, TYCOMs, operational commands, range managers, and range scheduling authorities to gather and analyze inputs for RSC mission impact analyses.
- Participate with region RSC management teams for issues impacting fleet training or which can affect mission readiness.
- Interface with federal, state, and local officials and NGOs on RSC proposals that may affect Fleet readiness to assist in developing and articulating Fleet/Navy positions.
- Assist in coordinating RSC concerns with Fleet National Ocean Policy planning and implementation.
- Assist in developing and reviewing fleet range sustainment projects, such as environmental compliance and planning documents and range management plans.
- Coordinate with and provide input to the Committee on Foreign Investment in the U.S. (CFIUS) as CFIUS decisions can impact the Fleetโs ability to train and certify ashore and at sea.
- Other duties as designated in support of encroachment, range, training operations,
and environmental readiness
Requirements for Experience, Skills, Education and Credentials include:
- DoD experience commensurate with senior command positions (e.g., GS-14).
- Detailed understanding of Fleet ranges, SUA, and at-sea OPAREAs including knowledge of Fleet activities that occur on or within range, OPAREA, and SUA boundaries.
- Detailed understanding of fleet training range requirements, including Optimized Fleet Response Plan (OFRP)/Fleet Response Training Plan (FRTP), and major and unit level training exercises.
- Detailed understanding of Navy organization and command and control relationships.
- Experience in encroachment, environmental issues, and other range sustainment issues that can affect mission readiness.
- Knowledge of primary environmental laws, regulations, statutes, and DoN and DoD policies applicable to USN training activities, (e.g., NEPA, ESA, MMPA, CZMA, EO 12114, MSFCMA).
- Staff experience in USN Fleet training, operational planning, and exercise implementation (e.g., staffs at USFF or PACFLT HQ, numbered fleet, TYCOM, strike force training, and similar).
- Experience coordinating with other USN commands and services.
- Experience in developing and presenting briefings to senior leadership at the Flag/General officer/Senior Executive Service (SES) level.
- BA/BS degree.
- An active Secret clearance is required.
