Position Summary

The Program Manager is an exempt status, essential position and responsible for scheduling staff, and maintaining a safe, supportive, and therapeutic environment which fosters growth and facilitates the development of independence of the people we support. Supervises Day to Day operations to ensure the most effective and productive utilization of these areas for people served. This includes the direct supervision of direct care and clinical staff, compliance with all applicable regulations, and attending to consumer needs per the AABR Mission Statement.

Essential Job Functions

  • Supervise the day-to-day objectives of the program, ensuring quality services to individuals and training/supervision of staff.
  • Directly supervises AM and PM Bussing
  • Directly supervises lunch oversight for Individuals including mealtime protocols
  • Directly supervises community inclusion trips.
  • Serves a liaison between Coordinators, families, and agency.
  • Ensure, through direct oversight and monitoring, that the program is rendering quality services to all individuals at maximum levels in all areas and in accordance with overall habilitation service objectives.
  • Maintenance and upkeep of the facility in accordance with OPWDD health and safety requirements/standards, including documenting and documenting of fire drills and
  • Compliance with all 624 and 633 regulations.
  • Collaborates with audits in accordance with the Corporate Compliance program.
  • Perform Incident Investigations within guidance and regulatory timeframes as assigned by Compliance Department.
  • Maintain accurate records of individuals' attendance, case records, and statistics. Write timely program reports, incident reports, and evaluations.
  • Complete accurate reports of individuals' daily attendance, values, outcomes, and goals.
  • Complete appropriate development and follow through of all habilitation plans and services provided meet the physical, social and developmental needs of all individuals within the program.
  • Comply with all pertinent regulations including, but not limited to, those dealing with active treatment, individual rights, safety and sanitation, as well as those stated in the policies and procedures manual. Part 633, Part 624, Part 635, and the utilization review plan for all audit reports.
  • Order all-necessary supplies and equipment as well as the proper organization and management of the supply areas.
  • Assist with any routine and special projects, e.g., program evaluation, outreach, intake coordination, quality assurance/ improvement, compliance training, special events and others as assigned.
  • Schedules staff training, evaluation and implementation
  • Responsible for front-line administration and ensuring appropriateness of individuals' treatment/service plans and activities in relation to individuals' needs.
  • Any additional assignments deemed necessary to achieve/maintain organizational goals delegated by the Director or Assistant Director.

Leadership :

  • Lead by example with values and actions consistent with AABR principles.
  • Collaborate with colleagues to meet the goals and objectives of the certified Day program.
  • Present a responsive, timely, positive, and professional image to all stakeholders including direct reports, parents and family members of individuals supported by AABR, people we support, all AABR employees, prospective individuals and families, vendors, funding sources and other agencies.
  • Work collaboratively with other departments to communicate medical, social, and behavioral needs of individuals served in a timely fashion, as well as the daily operational needs of the organization.
  • Maintain consistent, professional communication with families, guardians, and advocates of individuals served, AABR Residence Staff, and all stakeholders.
  • Effectively communicate with program employees and other department/program team members.
  • Provide direct and on-going leadership and management for day habilitation program staff.
  • Coordinate and designate assignments of all activities, in and out the program, for staff and individuals.
  • Manage, Supervise, train, coach, develop, schedule, orient and evaluate all non- professional staff.
  • Review and monitor staff performance and provide training, coaching, feedback,including disciplinary action, when necessary.
  • Conduct regularly scheduled meetings with staff to apprise them of all pertinent and current information.
  • Participate in and conduct staff training provided by CAHS, Inc. on and off site.

Fiscal :

  • Collaborate with AABR Finance, Billing, and Residence teams to ensure that all financial aspects of the Day Program are monitored and addressed proactively.
  • Oversee the management of program finances such as petty cash and make recommendations for fiscal decisions for the facility.
  • Ensure Billing Documentation is accurate, timely and submitted to the Finance department.
  • Assist the Assistant director with document retention and storage at the facility and main site.

People Management and Employee Development :

  • Complete the performance management process for non-professional employees within the Program - directly for direct reports and ensuring that this process is conducted for by appropriate direct management for all other employees. This includes ongoing performance, development and feedback discussions; conducting formal reviews at least twice annually, facilitating the completion of Individual
  • Development Plans as well as 30, 60 and 90 day evaluations for new staff or for those promoted into new positions.
  • Provide weekly one on one supervision to Direct Reports.
  • Monitor requests for time off from direct reports, including vacation, sick, holiday, personal, bereavement leave as well as requests for leave to ensure adherence to AABR policies and procedures in a fair and equitable manner and adequate staff coverage.

Qualifications

  • Minimum High School Diploma, with 5 years supervisory experience in Human Services, or bachelor's degree, 2 years of supervisory experience; or Masters preferred in Human Services field with the developmentally disabled or similar population.
  • A combination of experience and education may be considered at the discretion of the Executive team.
  • Strong organizational, planning, and management skills.
  • Experience with health and service programming and regulations for individuals being served by OPWDD.
  • Demonstrated ability to communicate, collaborate and partner cross-functionally
  • Understanding of regulations and compliance requirements at the local, state and federal levels
  • Demonstrated strong problem-solving skills
  • Excellent organizational skills, including the ability to work under pressure, set priorities and manage multiple projects simultaneously
  • Demonstrated ability to implement and manage change
  • Ability to motivate, supervise, evaluate, coach, train and manage people
  • Experience with the I/DD population,
  • Demonstrated experience in an organization with OPWDD oversight.
  • Computer literate in Microsoft Office Suite.
  • Demonstrated competency in written, verbal and computational skills to present and document records in accordance with program standards.
  • A valid NYS Driver's License is required.
