What is the opportunity?

As a Lead Program Manager within the Regulatory Technology Delivery team, you will lead and manage regulatory initiatives that are of high complexity and are governed by a central technology team and delivered under a federated model. Collaborating closely with cross-functional teams within Technology & Operations (T&O), and our Regulatory Strategy & Delivery (RS&D) partners, you will play a pivotal role in ensuring the successful execution of these strategic programs. Your primary responsibility will be to lead the end-to-end technology delivery, ensuring that objectives are achieved within the approved scope, timeline, and budget, while aligning with the organization's strategic goals.

What Will You Do?

  • Manage program(s) in accordance with RBC's project management discipline, adhering to RBC's Enterprise Initiative Management Framework (EIMF).

  • Lead cross-functional delivery teams that span T&O Domains across Personal and Commercial Banking, to ensure successful delivery of regulatory changes within enforceable deadlines.

  • Build and maintain strong relationships with RBC business and T&O partners to ensure alignment between business objectives and technology delivery.

  • Drive robust program governance and execution by providing executive-level status updates, proactively managing program risks and issues, and implement appropriate mitigation and resolution strategies.

  • Resolve complex challenges by leveraging established governance frameworks and escalating issues as necessary.

  • Develop and track program and project performance metrics to measure success and identify areas for improvement.

  • Manages program financials, facilitating schedule and cost forecasting. Mentor project managers in determining risk based provisions and manages program scope using appropriate data-driven metrics/assumptions.

  • Identify opportunities to enhance program delivery processes by adopting and implementing best practices. Foster a culture of continuous improvement by integrating lessons learned into future initiatives.

What Do You Need to Succeed?

Must-have

  • 5+ years of experience in managing programs or numerous projects with budgets exceeding $10MM, involving enterprise-wide impact and high levels of complexity and uncertainty.

  • Proven leadership capabilities with a track record of successfully delivering complex initiatives.

  • Experience managing programs or projects involving significant technology change, including third-party vendor management and multiple system integrations.

  • Advancedimpact and influencing skillsto drive delivery through cross-functional teams.

  • Strong expertise in governance reporting, with advanced communication, presentation, and facilitation skills, including experience communicating with senior executives.

  • A progressive career path in technology with demonstrated success in program delivery.

Nice-to-Have

  • Undergraduate Degree in Information Technology, Computer Science, Engineering or equivalent experience.

  • Certifications such as PMP, PgMP, SAFe, CSM or equivalent experience.

  • Experience in managing Regulatory projects/ programs
