Serving approximately 19,534 annually and providing 1,839 units of supportive housing last year, LOFT is one of Ontario’s largest mental health service providers of its kind. Job Summary:
The Program Manager oversees the administration, management, operations, coordination, and delivery of all consumer services for a LOFT Community Service Program, and its multiple locations, in accordance with the established philosophy and policies of LOFT and government regulatory agencies. 
The Program Manager is responsible for the overall direction, coordination, and supervision of staff, including training and development programs. The Program Manager establishes and maintains effective client and community relations, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services.
LOFT's Supportive Housing program provides moderate to high support housing to individuals requiring support with mental health and substance use needs. The program aligns with LOFT's Supportive Housing model providing deeply affordable units with wraparound on-site 24/7 support including intensive case management, life enrichment, and residential support. The program provides trauma informed, client-centred care utilizing principles of eviction prevention, harm reduction, and anti-oppression to support individuals in their recovery journeys.
What You Will Do:
  • Program Leadership & Operations: Lead the planning, development, and delivery of program services, ensuring alignment with organizational goals, funder requirements, and best practices. Establish operational structures, staffing models, and service standards.
  • Team Leadership & Workforce Management: Recruit, supervise, and support union and non-union staff, fostering an inclusive, anti-racist, and high-performing work environment while overseeing training, performance management, and on-call coverage.
  • Quality, Compliance & Risk Management: Monitor program performance, ensure compliance with legislation and organizational policies, and oversee health and safety, infection control, and incident management.
  • Client Care & Service Excellence: Oversee client service delivery, care planning, and advocacy, ensuring client-centered, responsive, and high-quality care while promoting client engagement and participation.
  • Financial Management: Manage program budgets, monitor expenditures, support funding processes, and ensure financial accountability, including expense approvals and revenue tracking.
  • Information & Resource Management: Oversee accurate documentation, data management, and the use of technology to support decision-making and continuous improvement.
  • Facilities & Asset Oversight: Ensure proper maintenance, safety, and compliance of program facilities, equipment, and other organizational assets.
  • Stakeholder Engagement & Community Awareness: Respond to community needs, maintain partnerships, and stay informed on sector trends impacting service delivery.
  • Direct Support & Operational Support: Provide hands-on support as needed, including crisis intervention and client care, and perform additional duties as assigned.
What You Bring:
  • Post-secondary degree in Human Services or equivalent
  • Minimum of 5 years of experience in direct service work.
  • Minimum of 3+ years of experience in program administration/management including service delivery, program development, staff supervision, budget administration, and liaison with community partners.
  • Experience in the planning and delivery of direct services in accordance with Psychosocial Rehabilitation Principles.
  • Experience in facilitating and driving quality improvement and ensuring excellence in standards of service.
  • Experience in the delivery of personal support services and services to seniors.
  • Extensive knowledge and understanding of mental health and mental health initiatives and of the types of issues faced by disadvantaged adults including: substance abuse, racism, discrimination, homelessness, unemployment, and social isolation caused by lack of education, poverty, illness or age.
  • Knowledge of the environmental, socio-economic conditions in the community, the social services provided by all three levels of government and of the services provided by other community agencies.
  • Knowledge of the challenges of delivering community based supportive housing for consumers with special needs, vulnerable persons with special needs, mental health and socially disadvantaged individuals.
  • Knowledge of Psychosocial Rehabilitation Principles (PSR) with the ability to put them into practice.
  • Knowledge of the Tenant Protection Act, and tenant rights and obligations.
  • Knowledge and understanding of statutes and regulations governing non-profit housing, social and health issues and fire/safety requirements
  • Knowledge of unionized workplace environments and labour relations processes is an asset
  • Proven leadership experience with the ability to supervise senior staff and lead high-performing teams
  • Strong management knowledge with the ability to effectively guide both individuals and program teams
  • Strategic mindset with expertise in program planning, policy analysis, implementation, and evaluation
  • Ability to build and maintain strong relationships with community partners, stakeholders, and external agencies
  • Excellent communication, writing, presentation, and negotiation skills
  • Strong project management and administrative capabilities

Work Environment:
  • Exposure to angry/hostile persons from time to time.

  • Occasional outdoor travel in all weather to different locations with transit and/or own vehicle.
