Position Type: Full-Time

Salary: $165k-$175k (depending on experience)

Work Site: Patuxent River, MD

Work Location: Hybrid work/in-office. (see onsite requirements below).

**On-Site Requirements: On-boarding will require 1-2 visits to Lexington Park, MD. Telework is authorized, however on-site support will require occasional visits to Patuxent River, MD. Some travel required. Future on-site/telework requirements/schedules may change as additional client direction is received.

Job Summary:

The IT Program Manager will be responsible for overall IT program management to ensure all projects are delivered on time and within budget in accordance with the requirements of the statement of work. Candidate must possess excellent planning, coordination, communication and analytical skills. The candidate should be an employee and customer champion with a strong focus on employee/team growth and the ability to recognize and provide innovative solutions to our Government customers. Experience with emerging technologies and a strong business development background is desired.

Essential Functions:

  • Leads, manages, and administrates large DoD IT contract effort(s).
  • Serves as the primary interface and point of contact with Government program authorities and representatives on program/project issues and actions.
  • Reviews, approves, and submits Contract Data Requirements List (CDRL) deliverables including status reports, personnel reports, and financial reports.
  • Coordinates effective utilization of resources across program/projects, identifies resource vacancy requirements, recruits qualified personnel, and manages the on-boarding and off-boarding processing of employees.
  • Maintains communication with project managers and team leads to identify issues regarding personnel, project schedules, risk/issues, improvement initiatives, and/or cost.
  • Manages program improvements and efficiencies.
  • Manages risks at the program level.
  • Meets with Contracting Officer's Representative (COR)/Alternate Contracting Officer's Representative (ACOR), Government POCs/Senior government leadership on a regular basis to discuss and report on schedules, issues, risks, cost control, and contract performance.
  • Reviews and approves all prime and subcontractor invoices.
  • Communicates and meets with subcontractor program managers on a regular basis to discuss vacancies, contract status, and personnel issues.
  • Identifies and tracks Key Performance Indicators across a portfolio of LOG-IT systems.
  • Review, tracks, approves, and provides corporate contract staff program data to maintain a budget to track current and future contract funding and level of effort status.
  • Prepares cost estimates and ROMs for upcoming fiscal years and new requirements.
  • Leads business development efforts, i.e. proposals, contract solicitations, and attends industry events.
  • Other duties as assigned or required.

Requirements

Required:

  • 10 or more years supervising and managing large, complex contract efforts and personnel in a DoD IT environment.
  • Successful applicant must possess an understanding of the system development lifecycle and have experience utilizing Agile and Waterfall methodologies.


Desired:

  • Experience utilizing the Project Management Framework (PMF) and Project Management Body of Knowledge (PMBOK) or Project Management Professional (PMP)
  • Experience with Naval aviation logistics IT tools and policies, i.e. Naval Aviation Maintenance Program (NAMP), OOMA, Aircraft Inventory Readiness Reporting System, AvPLM, Technical Directives, DECKPLATE, and SDR
  • Experience with data warehousing, business intelligence, web-based and microservices-based application development, and AWS GovCloud is a plus.


Security Clearance:
Active Secret clearance required. 


Education:
MS or MA or MBA degree in Engineering, Computer Science, Information Systems, Business, Mathematics, Management or Relevant Technical Discipline. Allowable Substitution: Bachelor's degree in Engineering, Computer Science, Information Systems, Business, Mathematics, Management or Relevant Technical Discipline plus four (4) years of additional work experience.
