Responsibilities:

The Program Manager will support Barrow Wise's Peninsula Corridor Electrification Program and perform the following duties:

  • Provide consulting services to support the delivery of transportation projects and programs.
  • Collaborate with various divisions and departments, including but not limited to grants, project management, project controls, finance and accounting, contracts and procurement, budgeting, and executive management.
  • Analyze and recommend improvements to the existing capital project delivery system.
  • Document project delivery processes and improvements through the development of a formal Capital Program Management Plan.
  • Develop and refine and recommend policy and procedures, including appropriate roles and responsibilities of all stakeholders in project planning, project development and management, program and project change control procedures, project budget and funding management, and construction management.
  • Assist in the continued refinement and management of project control systems, including the development and maintenance of project control deliverables such as cash flow analysis, cost control reports, and time-phased budgets with integrated project costs and schedules; the development and tracking of key project performance indicators, including setting up and managing project work breakdown structures, project baseline budgets and schedules, and project trends
  • Assist in refining and managing document control systems for programs and projects.
  • Motivate the team and prepare project management reports
  • Serve as the contractor's single contract manager and shall be the contractor's authorized interface with the CO and the COR
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising personnel, and communicating policies, purposes, and goals of the organization to subordinates
  • Responsible for the oversight of the entire project, interfacing with the customer along with the project manager in some cases
  • Display knowledge of all aspects of the project and perform risk mitigation
  • Develop project from inception to deployment
  • General experience in large transportation project design and/or management
  • Develop and manage the PMP
  • Manage and motivate the team
  • Provide necessary approvals
  • Develop project reports
  • Enforce Quality Management System and company proprietary methodologies.
  • Identify efficiencies and innovative approaches

An Ideal Candidate has:

  • US Citizenship
  • Bachelor's Degree in a related field, a PMP is preferred
  • 8 years of relevant experience
