The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents ofKentucky including children, families, pregnant women, the aged and the disabled as well as a number ofprograms and services directed at specific eligibility and medical needs. DMS strives each day to meet themission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providingprograms, services and supports that protect and promote the health and well-being of all Kentuckians andtheir communities.
This position is located within the Kentucky Health Benefit Exchange Branch, which oversees the operation andmanagement of Kentucky's State-Based Marketplace, kynect. As Kentucky's official health insurance marketplace,kynect provides individuals and families with a single place to apply for health coverage, compare qualifiedhealth plans, determine eligibility for financial assistance, and access programs such as Medicaid and theKentucky Children's Health Insurance Program (KCHIP). The Branch works to ensure Kentuckians have access toaffordable, high-quality health coverage and exceptional customer service.
As the Insurance Program Manager, you will play a key role in leading and strengthening Kentucky's Kynectprogram. This position brings together program management, community engagement, and health insuranceexpertise-giving you the opportunity to coordinate kynectors, manage critical program operations andresources, lead impactful events, and serve as a subject-matter expert on Qualified Health Plans (QHPs). Yourwork will directly support Kentuckians in understanding and accessing affordable health coverage while helpingensure the program operates effectively and reaches the communities that need it most.

Responsibilities and Duties:
  • Lead and manage the kynect Assister and kynector program, providing direction, support, and coordination to ensure program goals and service expectations are met.
  • Serve as a subject-matter expert on Qualified Health Plans (QHPs) and the health insurance marketplace, staying current on program requirements, policies, and changes that affect consumers and Kynectors.
  • Coordinate and oversee kynector activities and community outreach, helping ensure Kentuckians have access to knowledgeable, trusted assistance when navigating health coverage options.
  • Manage program invoices and related financial activities, ensuring documentation is accurate, complete, and processed in accordance with applicable policies and procedures.
  • Monitor kynector program performance and operational activities, identifying trends, challenges, and opportunities for improvement.
  • Develop reports, presentations, and program materials to communicate program performance, activities, and outcomes to leadership and stakeholders.
  • Provide guidance and technical assistance to kynectors and partners, helping resolve complex questions related to health coverage, eligibility, enrollment, and QHPs.
  • Coordinate training and educational opportunities to ensure kynectors have the knowledge and resources needed to effectively assist consumers.
  • Ensure program activities comply with applicable federal and state requirements, policies, procedures, and contractual obligations.
  • Represent the Cabinet and kynect program at meetings, events, and community activities, serving as a knowledgeable and professional point of contact.
  • Identify opportunities to improve outreach, enrollment assistance, and program operations through data, stakeholder feedback, and emerging best practices.
Preferred Knowledge/Skills/Abilities:
  • Knowledge of eligibility policies for Medicaid, Qualified Health Plans, and other health coverage programs.
  • Ability to interpret and apply complex state and federal regulations.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple priorities in a fast-paced environment while meeting established deadlines.
  • Experience providing high-quality customer service to diverse populations.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Five years of experience in any of the following insurance areas: administration or management, regulation, consulting, broker/ agent, risk management, marketing/sales or financial examination.
Substitute EDUCATION for EXPERIENCE:Graduate study in accounting, business administration, insurance or a related field will substitute for the experience on a year-for-year basis. Certification by a professional accounting or a national insurance organization (such as CPA, CLU, FLMI, CFE, AFE or CPCU) will meet the education and experience requirements.
Substitute EXPERIENCE for EDUCATION:Additional experience in one of the above areas will substitute for the education on a year-for-year basis. Certification by a professional accounting or a national insurance organization (such as CPA, CLU, FLMI, CFE, AFE or CPCU) will meet the education and experience requirements.

Probationary Period
