Job description

Job Title: Project Manager (Onsite full-time)

Location(s): Pentagon, VA Hours: Regular Full-Time

Salary Range: $125,000- $150,000

What you will be doing:

  • Ensure that the program maintains compliance with DoD, PFPA or other regularity compliance requirements.
  • Ensure that the Divisions customer service goals are achieved, and continuous improvement efforts are identified by participating in on-going automation efforts and policy formulation activities.
  • Provide technical advice and recommendations regarding this task.
  • Assist the Pentagon Services Division (PSD) in executing program management objectives as they evolve as may be further tasked and defined under this contract.
  • Assist in developing and facilitating the rollout of parking communications. The parking communication activities and strategies must address all OSD/WHS and agency constituent communications on parking updates and status. As part of the Program Management Plan, a detailed communications plan must outline the required forms used for communicating self-clearance for parking.
  • Provide guidance and recommendations to PSD in the delivery of the communication efforts through all recommended channels.
  • Prepare and follow a Program Management Plan (PMP). The PMP shall outline how the Contractor will assist the Division in accomplishing its management and improvement needs related to the overall parking program. This plan will identify how the daily tasks and program will be accomplished, upon assignment. The PMP shall describe the extended activities and any deliverables and record the sequence of activities necessary to support the program objectives/goals.
  • Provide staff augmentation, project planning, and execution with a broad area of responsibility, allowing for maximum flexibility to support a dynamic and evolving transportation mission within WHS.
  • In coordination with the Divisions lead person, assist the Division in the preparation, development, and presentation of a Quarterly Brief to WHS/ESD management. This assistance must consist of monthly roll-ups regarding organization initiatives, current status, issues and concerns, and mitigation strategies.
  • Create a plan of action and milestones for strategic planning initiatives and track progress to completion.
  • Perform studies using a combination of on site and back end corporate support capabilities as needed to ensure daily operations are not negatively impacted by studies.

Position Requirements

Minimum Requirements:

Experience

  • 8+ years experience in Agile Program Management
  • 5 years of demonstrated experience in implementing Agile methodologies, including Scrum and Kanban, to improve project tracking and accountability.
  • Scrum Master experience with demonstrated ability to lead cross-functional, remote, multi-vendor teams in Agile development of an Appian application for a DoD customer.
  • Demonstrated experience in resource planning.
  • Demonstrated experience in stakeholder engagement and ability to guide a cross-functional team consisting of technical and non-technical members.
  • Certifications: PMP or PMI-ACP; and Certified Scrum Master Ability to obtain Parking, Transportation & Mobility Professional (PTMP) certification.
  • Military operations background (Preferred)

Education:

  • Bachelor's degree or higher in Business Management, Computer Science or similar.

Knowledge/Skills:

  • Must have exceptional communication and presentation skills with experience briefing senior leaders and stakeholders.
  • Must be a strategic thinker with exceptional attention to detail.
  • Operational Background (military or civilian) a plus
  • Ability to obtain and maintain a CAPP Certification in Parking. The CAPP credential is a program of the International Parking Institute.

Work Environment:

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.
  • Participates in site walks and annual space counts which requires the ability to walk/stand for 30 minutes to an hour.
