Job description

Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Employment Type: Full-Time / W-2

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The PMO Deputy is the second-in-command of CPMC's HHS/ORR UAC Legal Services PMO and acts with full delegated authority as the Lead in their absence. This senior resource is primarily responsible for the program's weekly and monthly reporting cadence to HHS/ORR and for deliverable oversight across every PMO workstream — contracts/subcontracts, finance, quality, records, and metrics. The PMO Deputy is the operational integrator who keeps the program's deliverables on time, compliant, and consistent.

KEY RESPONSIBILITIES

Act as the PMO Lead with full delegated authority in the Lead's absence — customer interface, decision-making, and team direction.

Own the program's reporting cadence: compile, quality-check, and deliver all weekly and monthly reports to HHS/ORR on schedule, integrating inputs from every PMO workstream.

Provide end-to-end deliverable oversight: maintain the deliverables register, track CDRL-style requirements, review content before submission, and enforce submission deadlines.

Coordinate cross-functionally across Subcontracts, Finance, Quality, Records, and Metrics to resolve blockers and keep commitments visible.

Run recurring program rhythm events (weekly status, monthly reviews, risk/action-item boards) and maintain the program action log.

Support the PMO Lead on staffing, onboarding, surge support, and subcontractor coordination.

Review Management Analyst metric reports and Quality outputs before delivery; ensure one consistent story across all customer-facing reporting.

Maintain the PMO's operating procedures, templates, and governance artifacts consistent with CPMC's PMO methodology.

REQUIRED QUALIFICATIONS

U.S. Citizenship (required for HHS background investigation).

Ability to obtain and maintain an HHS Public Trust background investigation.

Bachelor's degree in Business, Program Management, Public Administration, or a related field; Master's preferred.

Minimum 8 years of federal program/PMO experience, including direct deputy or team-lead responsibility on a federal PMO contract; HHS customer experience strongly preferred.

Demonstrated ownership of weekly/monthly customer reporting and deliverable management on a federal program.

Strong working knowledge of Microsoft 365 (Teams, SharePoint, Excel, PowerPoint); familiarity with Microsoft Dynamics 365 program data.

Exceptional written and verbal communication skills; comfortable presenting to federal leadership.

PREFERRED QUALIFICATIONS

PMP or PgMP certification.

Prior PMO experience supporting HHS/ORR, ACF, or an immigration-related program.

Experience operating in a fully remote federal PMO environment.
