Job description

We are seeking an experienced Senior Program Manager to lead and oversee the successful execution of our Enterprise IT Support Services contract with the Federal Law Enforcement Training Centers (FLETC). The ideal candidate will ensure that program operations, maintenance, implementation, service requests, incident resolutions, and overall contract performance align with FLETC's mission and federal regulations. This role requires a dynamic leader who can coordinate diverse teams, manage complex projects, and foster strong customer relationships in a rapidly evolving technical environment.
Key Responsibilities:
  • Program Leadership:
  • Lead and direct a team of employees supporting FLETC's mission across multiple locations.
  • Serve as the primary point of contact for the customer, ensuring clear communication and accountability for program deliverables.
  • Provide onsite leadership and direction, fostering a customer-centric approach.
  • Program Management:
  • Develop and manage comprehensive program plans, including scope, work breakdown structures, schedules, risk assessments, budgets, and deliverables.
  • Ensure alignment of program objectives with the statement of work and organizational goals.
  • Monitor and control all aspects of program execution, adjusting as necessary to meet performance metrics and service level agreements (SLAs).
  • Facilitate the creation and execution of special project plans, release and deployment strategies, fielding schedules, and resource management.
  • Team Development:
  • Recruit, train, and assign staff to program tasks, ensuring all team members maintain necessary IT skills and certifications.
  • Mentor and guide team members to achieve their project goals and professional potential.
  • Foster a collaborative and high-performing team environment.
  • Customer Engagement:
  • Build and maintain strong relationships with program sponsors, customers, and stakeholders.
  • Communicate ongoing changes in tasks, goals, or performance metrics to both government customers and corporate leadership.
  • Actively engage in client meetings, contract negotiations, and the development of requirements and specifications.
  • Risk and Issue Management:
  • Identify potential risks and issues, developing mitigation strategies to address them proactively.
  • Escalate critical risks and issues appropriately to ensure timely resolution and customer satisfaction.
  • Process Improvement:
  • Establish and maintain repositories for project management life cycles, system development life cycle artifacts, policies, processes, requirements, and test results.
  • Promote the advancement of IT service management practices across the enterprise.
  • Implement enhancements in methodologies and processes to improve performance and efficiency.
  • Compliance and Security:
  • Ensure all products and services comply with current information security standards, including CISA, FISMA, NIST, FIPS, and Executive Orders.
  • Oversee comprehensive life cycle cost studies, budget formulation, acquisition management, and performance optimization for systems, networks, and application development.

Requirements
  • U.S. Citizenship is required.
  • Extensive experience in senior-level program management within an IT environment.
  • Proven ability to lead and manage teams in a dynamically diverse technical setting.
  • Strong understanding of federal IT project management, including life cycle processes and system development methodologies.
  • Experience with budgeting, cost management, and resource allocation.
  • Familiarity with developing and managing service level agreements (SLAs) and performance metrics.
  • Excellent communication skills, both written and verbal, with the ability to interact effectively with government officials and corporate leadership.
  • Knowledge of compliance standards such as CISA, FISMA, NIST, and FIPS.

Preferred Qualifications:
  • Project Management Professional (PMP) Certification is highly preferred.
  • Experience working with federal law enforcement or training organizations.
  • Demonstrated success in implementing IT service management (ITSM) practices.
  • Proven track record in risk management and mitigation strategies.
  • Strong background in process improvement and performance enhancement initiatives.
