Location: Lakeland, FL (Onsite)

Position Overview

The Program Manager will provide comprehensive program management support to NOAA''s Office of Marine and Aviation Operations (OMAO), Portfolio Acquisition Executive (PAE), Aircraft Acquisition Program Management Office (PMO). This position is responsible for planning, coordinating, managing, and supporting aircraft acquisition, engineering, logistics, configuration management, and lifecycle sustainment activities for NOAA''s aviation portfolio.

The Program Manager will collaborate with government stakeholders, engineering teams, contractors, and Integrated Product Teams (IPTs) to ensure successful execution of aircraft acquisition and modernization programs while supporting strategic planning, risk management, documentation, and program execution across the entire acquisition lifecycle.


Key ResponsibilitiesProgram Management
  • Manage and coordinate aircraft acquisition and modernization initiatives throughout the program lifecycle.
  • Support strategic planning, program implementation, integration, coordination, and evaluation of acquisition activities.
  • Assist in developing and maintaining program schedules, milestones, budgets, and performance metrics.
  • Coordinate program activities with government personnel, engineering teams, logistics specialists, and external stakeholders.
  • Support acquisition planning and lifecycle management activities for multiple aircraft programs.
Engineering & Technical Coordination
  • Coordinate engineering support activities involving systems integration, configuration management, testing, validation, and sustainment.
  • Collaborate with engineering teams supporting electrical, radar, software, computer, mechanical, flight test, structures, and aerodynamics disciplines.
  • Monitor engineering deliverables and ensure compliance with technical requirements.
  • Assist in reviewing engineering documentation, technical reports, and design packages.
Program Documentation
  • Prepare, review, and maintain program documentation, technical reports, meeting minutes, action items, and executive briefings.
  • Maintain program correspondence tracking logs and document control processes.
  • Develop workflow diagrams, organizational charts, and program review schedules.
  • Coordinate document routing, approvals, and version control across stakeholders.
Risk & Performance Management
  • Identify, assess, and monitor program risks throughout project execution.
  • Develop mitigation strategies and maintain program risk registers.
  • Prepare monthly status reports highlighting program progress, issues, risks, and recommendations.
  • Track program performance against schedule, cost, and technical objectives.
Budget & Financial Support
  • Support budget planning, financial analysis, and program cost tracking.
  • Assist with resource planning and budget formulation activities.
  • Monitor program expenditures and provide financial status updates.
  • Support acquisition planning and financial reporting requirements.
Meeting & Stakeholder Management
  • Plan, schedule, facilitate, and document Integrated Product Team (IPT) meetings, working groups, technical reviews, and program reviews.
  • Coordinate meeting logistics, agendas, presentation materials, and action item tracking.
  • Facilitate communication among government personnel, contractors, and external partners.
  • Support approximately twelve program meetings per month and ensure timely distribution of meeting documentation.
Logistics & Acquisition Support
  • Support aircraft logistics planning and sustainment initiatives.
  • Assist with acquisition documentation throughout planning, procurement, implementation, and sustainment phases.
  • Coordinate activities supporting aircraft modernization, upgrades, configuration management, and lifecycle sustainment.
  • Support contract administration and program execution activities.

Required Qualifications
  • Bachelor''s degree in Business Administration, Engineering, Project Management, Aviation Management, or a related discipline.
  • Minimum of 8+ years of experience in Program Management, Project Management, Engineering Management, or Acquisition Management.
  • Experience supporting large federal programs or Department of Defense (DoD) projects.
  • Knowledge of program planning, budgeting, scheduling, and performance management.
  • Experience coordinating multidisciplinary teams and technical stakeholders.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project).
  • Ability to prepare executive reports, briefings, and technical documentation.

Preferred Qualifications
  • Experience supporting NOAA, DoD, FAA, NASA, or other federal aviation organizations.
  • Knowledge of Federal Acquisition Lifecycle Management.
  • Experience with aircraft acquisition, aviation engineering, or logistics support programs.
  • Familiarity with Integrated Product Teams (IPTs) and Systems Engineering processes.
  • Experience in risk management, configuration management, and lifecycle sustainment.
