Medical Operations Coordination Center (MOCC) Program Manager

An Indiana public sector client is leading a high-profile statewide initiative focused on strengthening healthcare coordination, emergency preparedness, patient movement, and collaboration across Indiana's healthcare and public safety systems.

The Medical Operations Coordination Center (MOCC) Program Manager will serve as the operational lead responsible for the successful implementation and execution of Indiana's statewide MOCC initiative. This position will work under the strategic direction of the Trauma and Injury Prevention Division Director and Clinical Director.

The Program Manager will provide day-to-day operational leadership by managing implementation activities, overseeing contracted vendors and sub-recipients, monitoring budgets and deliverables, facilitating statewide collaboration, and ensuring contractual and grant objectives are achieved.

Success in this role requires the ability to exercise independent judgment, influence without formal authority, and serve as a trusted convener among healthcare, EMS, trauma systems, emergency management, public safety, governmental, and private-sector partners.

Description of Duties:

Responsibilities include:

  • Serving as the operational lead for statewide MOCC implementation and execution
  • Developing and managing comprehensive implementation plans, timelines, milestones, and performance measures
  • Overseeing contracted vendor and sub-recipient performance
  • Ensuring compliance with contractual obligations, budgets, deliverables, reporting requirements, and grant expectations
  • Monitoring program budgets and recommending corrective actions as needed
  • Identifying implementation risks and developing appropriate mitigation strategies
  • Leading multidisciplinary teams including hospitals, EMS, trauma systems, emergency management, healthcare coalitions, public safety organizations, technology vendors, and state agencies
  • Convening and facilitating diverse public and private partners to build consensus and advance statewide objectives
  • Preparing executive-level reports, dashboards, and recommendations for Division leadership
  • Keeping Division leadership informed of implementation progress, risks, and recommended actions
  • Representing the Indiana Department of Health in statewide and national meetings related to healthcare coordination, trauma systems, emergency preparedness, and medical operations
  • Performing other duties as assigned

Desired Skills and Experience:

  • Five or more years of progressively responsible experience leading complex healthcare, emergency management, trauma systems, EMS, public health, or statewide implementation initiatives
  • Demonstrated experience overseeing contracts, vendors, sub-recipient awards, budgets, deliverables, and grant compliance
  • Experience leading multidisciplinary teams across public- and private-sector organizations
  • Experience working on high-profile public-sector initiatives involving executive leadership
  • Demonstrated ability to work autonomously under the strategic direction of executive leadership
  • Exceptional communication, facilitation, negotiation, and relationship-management skills
  • Demonstrated ability to influence without formal authority and build consensus among diverse stakeholders
  • Strong analytical and problem-solving skills, with the ability to evaluate multiple variables within a complex, enterprise-wide system
  • Ability to exercise independent judgment while maintaining alignment with Division leadership

Education:

  • Bachelor's degree in Public Health, Healthcare Administration, Emergency Management, Nursing, Business Administration, or a related field
  • Master's degree preferred

Working Schedule and Travel:

  • In-state travel is expected

The Program Manager will serve as a primary convener among hospitals, EMS agencies, trauma systems, healthcare coalitions, emergency management, public safety organizations, technology vendors, state agencies, and other public and private partners.

This individual will build collaborative relationships, facilitate consensus, and align stakeholders around shared statewide goals designed to improve healthcare coordination and patient movement across Indiana.
