Job Description

The Reforestation Contracts Administrator performs office and non-manual work directly related to the management and general business operations of the Company and its forestry services customers. This position owns contract compliance and administration across the full life of the contract from bid analysis and job costing through active oversight during the contract term, financial tracking, and closeout for reforestation and forestry services contracts in Washington and Oregon. The Administrator ensures that contracts are carried out in accordance with their stated terms by monitoring deliverables, deadlines, and obligations, and by building automated tracking and reminder systems that surface key dates renewals, certifications, and reporting requirements before they become compliance risks. The role exercises discretion and independent judgment on matters of significance by evaluating contract requirements, developing cost assumptions, identifying compliance and financial risks, coordinating with Human Resources and Finance on workforce and cost matters, and coordinating cross-functional resources to support safe, compliant, and profitable project execution.

  • Serve as the primary owner of contract compliance throughout the full contract term, verifying that the Company, subcontractors, and customers are meeting deliverables, deadlines, reporting requirements, and performance standards exactly as stated in the executed agreement.
  • Design, build, and maintain automated tracking and reminder systems (e.g., shared calendars, spreadsheet-based alerts, or contract management software) that flag key contract dates in advance insurance and certification renewals, deliverable due dates, reporting deadlines, milestone and payment schedules, change order windows, and audit or inspection dates so requirements are met before they become compliance issues.
  • Identify, evaluate, and support bidding opportunities for reforestation, vegetation management, restoration, wildfire recovery, and related forestry services throughout Washington and Oregon.
  • Review bid documents, customer requirements, maps, specifications, and contract terms to determine project scope, compliance obligations, operational feasibility, and financial considerations.
  • Develop labor budgets, production assumptions, cost estimates, pricing models, and bid recommendations that support competitive and profitable project execution.
  • Prepare and coordinate bid packages, proposals, cost summaries, certifications, insurance documentation, customer forms, and contract submission requirements.
  • Administer awarded contracts, including contract files, amendments, change orders, customer communications, reporting requirements, project documentation, and contract closeout activities.
  • Track and reconcile job costs against budget throughout the contract term including labor, production, equipment, travel, and overhead and partner with Finance/Accounting on invoicing accuracy, accounts receivable follow-up, and margin reporting.
  • Coordinate with Human Resources on workforce planning tied to contract staffing requirements, including wage and hour compliance, Farm Labor Contractor and H-2B program requirements, onboarding documentation, and personnel recordkeeping.
  • Coordinate with Operations, Recruiting, Housing, Transportation, Payroll, Safety, Finance, and Human Resources to support project startup, workforce planning, compliance requirements, and operational readiness.
  • Monitor project costs, labor utilization, production reporting, contract deliverables, customer requirements, and overall project performance; identify issues and recommend corrective actions.
  • Serve as a primary point of contact for customers regarding contract administration, reporting requirements, inspections, audits, project updates, and performance concerns.
  • Ensure compliance with applicable contract provisions, Farm Labor Contractor requirements, H-2B program requirements, wage and hour laws, safety regulations, workers compensation requirements, customer standards, and applicable federal, state, tribal, and local regulations.
  • Maintain accurate and audit-ready records related to bids, contracts, licensing, insurance, payroll documentation, compliance requirements, customer communications, and project performance.
  • Identify operational, financial, contractual, workforce, and compliance risks and recommend practical mitigation strategies.
  • Assist with customer audits, agency inspections, project reviews, and compliance investigations by gathering documentation and coordinating responses.
  • Develop and improve estimating tools, automated reporting systems, contract administration processes, compliance controls, and project tracking methods to improve efficiency and reduce risk.
  • Research industry trends, labor availability, customer requirements, and business opportunities to support strategic planning and business growth.
  • Contributes to a positive team dynamic through respectful interactions, positive contributions, and active collaboration to achieve department and organizational goals.

Under new leadership and a clear vision for the future, we assembled an amazing team and grew from a single farm into a multi-farm, multi-service floral company.

Today, Continental Floral Greens is a leading grower of premium Americangrown cut floral products, harvested from our farms across the United States and complemented by trusted domestic and global partners.
