How to Get a Job in Program Management?

Program managers typically have previous experience as a project manager or in a similar role. Most program managers have a bachelor’s degree in business or related field. The exact requirements for a program management job may vary from position to position, but you should be familiar with the organization’s mission and products as well as the specific needs listed in the job description. If a company is looking for a program manager for a specific department, experience working in that area is an obvious boon.

What are the key skills and qualifications needed to thrive as a Program Manager, and why are they important?

To thrive as a Program Manager, you need expertise in project planning, resource allocation, risk management, and a solid understanding of program life cycles, often supported by a bachelor's degree and experience in project or program management. Familiarity with tools like Microsoft Project, Jira, and certifications such as PMP or PgMP is typically required. Excellent leadership, communication, and problem-solving skills help in coordinating cross-functional teams and managing stakeholder expectations. These skills ensure that complex programs are delivered on time, within scope, and aligned with organizational goals.

How does a Program Manager typically collaborate with cross-functional teams to achieve project goals?

Program Managers work closely with cross-functional teams such as engineering, marketing, finance, and operations to align project objectives with organizational strategy. They facilitate communication, coordinate resources, and manage dependencies across teams to ensure milestones are met on schedule. Regular meetings, status updates, and transparent documentation are key practices, helping to address challenges proactively and keep everyone on track. This collaborative approach not only drives program success but also builds strong professional relationships across the organization.

What is program management?

Program management is the coordinated oversight and management of multiple related projects that align with an organization's strategic objectives. Program managers ensure that projects within a program are executed efficiently, risks are managed, and benefits are realized. They focus on aligning project outcomes with business goals, optimizing resources, and communicating progress to stakeholders. Unlike project managers, who handle individual projects, program managers oversee a collection of projects to deliver greater value.

What is the difference between Program Management vs Project Management?

AspectProgram ManagementProject Management
FocusOversees multiple related projects to achieve strategic objectivesManages individual projects to meet specific goals
ScopeBroader, involving multiple projects and stakeholdersNarrower, focused on specific deliverables

While both roles require strong organizational and leadership skills, program management focuses on coordinating multiple projects to achieve strategic goals, whereas project management concentrates on delivering specific project outcomes efficiently.

We serve the Department of War, intelligence community, space programs, federal civilian agencies, and international customers with integrity, expertise, and excellence.

Position Overview:

SAIC seeks a dynamic and accomplished Senior Director to lead and drive growth within a diverse portfolio supporting NAVSEA’s Surface Warfare Centers. Reporting to the Combat and Strategic Systems (CSS) Market Leader within the Army Navy Business Group (ANG), the Senior Director will provide forward-thinking leadership to foster team cohesion, build and maintain strategic relationships, and leverage financial and operational expertise to achieve growth objectives.

This highly visible role requires a collaborative and results-driven leader with a proven ability to manage complex portfolios and inspire high-performing teams. With a funding allocation of 75% direct support to customer-facing functions and 25% indirect efforts such as portfolio strategy, business development, and enterprise-level growth, the Senior Director will be pivotal in shaping the future of the CSS Market.

Key Responsibilities:

As a critical leader within the CSS Market, the Director will:

Strategic Leadership and Portfolio Management:

  • Partner with the CSS Market Vice President to define and execute strategic growth initiatives within the ANG, ensuring alignment with SAIC’s enterprise-wide objectives and business standards.
  • Lead and mentor multiple Program Managers managing diverse engineering and professional services programs that address the Navy’s most complex missions.
  • Oversee the operational performance of ongoing projects, ensuring alignment to customer requirements, stakeholder expectations, budgets, and timelines.
  • Establish and sustain innovative mechanisms to monitor project progress, proactively address challenges, and ensure achievement of cost, schedule, and quality objectives.

Business Development and Growth:

  • Identify, qualify, and capture strategic opportunities to grow the Market portfolio, with a specific focus on Strategic Systems, Spectrum Warfare programs, and Autonomous Systems.
  • Develop and maintain a robust, actionable pipeline that directly supports ANG’s long-term growth objectives.
  • Create and promote a collaborative cross-functional team environment, leveraging talent and technical expertise across the SAIC Enterprise to deliver world-class solutions tailored to DoW priorities.
  • Drive the development of comprehensive call plans, gathering customer requirements, and positioning SAIC for success in future pursuits.

Financial Stewardship:

  • Define and manage budgets for overhead, capital expenditure, and personnel training to support the strategic vision for the portfolio’s long-term growth and sustainability.
  • Analyze program financial data to measure performance against cost and schedule objectives, ensuring sound fiscal management across the portfolio.
  • Optimize resource allocation to maximize operational and financial performance while fostering a culture of accountability.

Stakeholder Engagement and Operational Excellence:

  • Collaborate effectively with internal teams, partner organizations, and stakeholders (focused on NSWCs) to deliver seamless, customer-aligned solutions.
  • Maintain positive working relationships with DoW leadership, ensuring superior levels of client satisfaction and trusted advisory capabilities.
  • Act as a thought leader and strategic partner in SAIC’s growth strategy by identifying technical and facility gaps and proposing innovative resolutions to challenges and risks.
  • Ensure adherence to ethical, regulatory, and quality standards, escalating issues to senior leadership as appropriate.

Qualifications

Key Qualifications and Competencies:

The ideal candidate will possess a blend of leadership experience, technical expertise, and financial insight to support the Navy’s mission and drive transformational growth within SAIC’s Army Navy Business Group. Key qualifications include:

  • Leadership Expertise: Demonstrated ability to lead high-performing teams, drive collaboration, and build a cohesive culture focused on innovation and excellence.
  • Business Acumen: Proven success in managing and expanding diverse portfolios (preferably > $100M annually) while executing sound financial decision-making.

  • Relationship Building: Deep understanding of DoW’s mission and priorities, paired with the ability to cultivate and sustain strategic partnerships inside and outside the organization.
  • Operational Excellence: Expertise in portfolio management, including defining and tracking budgets, schedules, and objectives to meet and exceed client and organizational expectations.
  • Growth-Driven Mindset: Skilled in identifying growth opportunities, market analysis, and competitive positioning to drive enterprise-level business wins.

Additional Attributes of the Role:
