Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California's most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans' services, and health care sectors.

Department Summary
The Sacramento Flexible Housing Pool (FHP) is a new countywide initiative led by Brilliant Corners in partnership with the Sacramento County Department of Homeless Services and Housing (DHSH). The program provides a centralized system to help individuals experiencing or at risk of homelessness quickly access and maintain permanent housing.
In its first year, FHP will serve at least 250 households prioritizing adults experiencing homelessness who also live with serious mental illness (SMI) or substance use disorder (SUD). Through rental subsidies, housing navigation, tenancy supports, and landlord engagement, FHP connects people to stable housing while offering the supports needed to prevent returns to homelessness. By braiding multiple funding streams, including CalAIM, BHSA, PATH CITED, and others, FHP is designed to grow over time into Sacramento County's primary rehousing pathway, ensuring equitable access to housing and long-term stability for the community's most vulnerable residents.
Position Summary
The Program Manager will be a key part of the Sacramento FHP leadership team and lead the day-to-day operations of the DHSH/MCP/BH FHP program. The Program Manager will work closely with the FHP Director to scale the program and meet the ambitious goal of housing hundreds of people experiencing homelessness in Sacramento County. To be successful, the Program Manager will collaborate with various stakeholders, including MCPs, BHS, case management partners, property provider partners, and housing providers. The Program Manager will support the development of program policies, procedures and workflows to provide consistent levels of care to participants and ensure compliance across all contracts. The Program Manager will provide ongoing supervision to FHP staff and cultivate the talent of the team to provide high quality support to clients and partners.
Requirements
Position Responsibilities:
  • Lead the day-to-day operations of the FHP program.
  • Collaborate with all program funders and stakeholders, including DHSH, MCPs and Behavioral Health.
  • Work alongside Brilliant Corners' support teams (Finance, Data & Technology, and People Operations) and Operation Division to improve overall program operations
  • Provide direct supervision to Program Supervisor, and at times Housing Coordinators, Housing Acquisitions Specialists, and/or Program Associate.
  • Develop and strengthen program policies and design to enhance client services.
  • Track program expenditures and ensure that all required documentation is collected for claims billing.
  • Generate regular reports for DHSH, MCPs, BH, and other stakeholders as needed.
  • Facilitate and/or attend regular meetings, including internal staff meetings, case conferences with program partners, and internal leadership meetings
  • Manage HMIS, Salesforce database and support quality assurance efforts in collaboration with the Program Development team.
  • Facilitate professional development and training opportunities for staff.
  • Oversee the hiring and onboarding of new staff members.
  • Perform other duties as assigned to support the success and sustainability of the program.

Professional Experience
  • 2+ years working in supportive housing, health systems coordination, or in a related field focused on social justice or human services.
  • At least 2 years of experience building and managing a team
  • Experience in the behavioral health field is a plus.

Travel Requirements
This position requires a valid driver's license and may be tasked to drive for the course of business.
TB Testing
Position requires TB screening/clearance in accordance with applicable law and funder requirements; testing is provided at employer expense.
Physical Requirements
Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.
