Position Specific DescriptionRecruitment Number 26-022LK, Court Services Manager, EM-05, Honolulu, Oahu.
Summary of DutiesThis position administers the First Circuit's capital improvement projects program including facility maintenance, repair and renovation activities for all First Circuit facilities; assists the Deputy Chief Court Administrator and/or designee in developing, recommending, evaluating, reviewing, and revising systems, policies, procedures, methods, manuals, and/or techniques in court administration and court operations; researching, planning and coordinating new projects; and evaluating the effectiveness and adequacy of program standards and making recommendations for changes, and performs other related duties as assigned.
This position manages CIP renovation projects and makes recommendations to the Chief Court Administrator, Deputy Chief Court Administrator and/or designee on the effectiveness and adequacy of safety and security standards, and proposes changes as it relates to the health and welfare of employees and security of the First Circuit.
Minimum Qualification RequirementsEducation Requirement: Graduation from an accredited four (4) year college or university with a Bachelor's degree,
orexcess work experience as described under Specialized Experience below, or any other responsible administrative, professional or analytical work experience which provided knowledge and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a bachelor's degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience: Three (3) years of professional, administrative, technical work experience in one or a combination of the following areas. Clerical work experience is non-qualifying:
1. In a court or legal setting, responsibility for supervising or overseeing the operational activities of a unit or section whose primary function is the preparation and/or processing of legal documents. Such experience must have included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling of work; and (5) training and developing new employees; and (6) disciplining them when necessary. (Examples of legal setting are: Office of the Prosecutor, Public Defender, Department of the Attorney General, legal department in a financial institution or trust company, private attorney's office.)
2. Independently performing professional work involving written analysis, evaluation, and recommendations for problem resolution in a court or legal setting, or those social or administrative programs of the courts.
Staff Specialist OR Supervisory Experience: One (1) year of experience in one of the following areas:
A. Staff Specialist Experience: Professional level work regularly encompassing difficult and complex situations and problems in a given specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; or performing extensive and intensive professional work in a given area of specialization, working on the most complex and difficult assignments in the areas of program development and evaluation, development of new and revised procedures, review of working situations to be sure divisions are following guidelines of sound management practices, development of legislative proposals or analysis of the impact of proposed legislation, and engaging in research aimed towards improving the management system.
B. Supervisory Experience: Experience which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees; and (6) disciplining them when necessary.
Administrative Experience: Six (6) months of progressively responsible work experience in a court or legal setting, social work or administrative program of the courts which involved active participation in and major responsibility for the development of policies and procedures; and the development, management, execution and coordination of program operations and activities.
Substitution of Education for Specialized Experience:A. A Master's degree in business, public administration or criminal justice administration or a closely related field may be substituted for one (1) year of Specialized Experience.
B. Graduation from an accredited school of law with a Juris Doctor degree may be substituted for one (1) year of Specialized Experience.
License Requirement: This position requires a current and valid driver's license to operate a motor vehicle.
