Responsibilities & QualificationsThe Opportunity

As Program Manager Lead, you will serve as the senior leader responsible for guiding the planning, design, and delivery of major airport terminal programs. You will provide strategic direction to multidisciplinary teams while acting as a trusted advisor to airport authorities, design partners, contractors, and executive stakeholders.

You will oversee complex projects involving terminal redevelopment, expansions, passenger processing facilities, landside interfaces, support buildings, and associated infrastructure.

This role requires exceptional leadership, technical credibility, commercial awareness, and the ability to successfully navigate the complexities of multi-billion-dollar capital programs.

Responsibilities
  • Lead the planning and delivery of major airport terminal design and redevelopment programs.
  • Serve as the primary executive interface with airport owners, program management teams, and key stakeholders.
  • Direct multidisciplinary teams consisting of architects, engineers, planners, and specialty consultants.
  • Develop program execution strategies that support cost, schedule, quality, and risk objectives.
  • Provide executive oversight throughout planning, design, procurement, and construction support phases.
  • Manage project governance, reporting, and executive communications.
  • Guide technical decision-making while balancing operational, commercial, and passenger experience priorities.
  • Coordinate with design-build teams, CMAR teams, joint ventures, and alternative delivery partners.
  • Identify project risks and develop mitigation strategies for large, complex programs.
  • Mentor and develop project managers and technical leaders across the aviation practice.
  • Support business development activities, client relationship management, and strategic growth initiatives.
QualificationsRequired
  • Bachelor's degree in Engineering, Architecture, Planning, or a related discipline.
  • 15+ years of progressive experience delivering major aviation infrastructure projects.
  • Demonstrated leadership of large airport terminal design programs within the United States or internationally.
  • Experience managing complex, multidisciplinary consultant teams.
  • Proven ability to oversee large capital programs with multiple concurrent workstreams.
  • Strong executive presence with exceptional communication and stakeholder management skills.
  • Experience working directly with airport authorities, owners, executive leadership, and major program stakeholders.
  • Thorough understanding of airport planning, terminal design, passenger experience, and operational requirements.
  • Experience with alternative delivery methods including Design-Build, Progressive Design-Build, CMAR, or Public-Private Partnerships (P3).
  • Ability to lead high-performing teams in a collaborative environment.
Preferred
  • Professional Engineer (PE), Registered Architect (RA), or AICP certification.
  • Experience delivering projects for major international hub airports.
  • Experience on terminal redevelopment programs valued in the hundreds of millions or billions of dollars.
  • Existing relationships with major North American airport owners and aviation industry stakeholders.
  • Experience leading geographically dispersed project teams.

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of$200,000 - $290,000 annually for this position and local market.
