Project Overview:

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario.  The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors.  Bechtel is a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).

Job Summary:

The Assurance Delivery Manager provides leadership and overall cross delivery area guidance, and he/she is considered to be a member of the senior leadership team that forms the central Program Technical Team that works across the entire OL program, bringing structure, standardization, efficiency, and solution minded approaches to all delivery areas.  He/she provides the overall guidance to the Assurance Delivery Supervisors deployed to the delivery segments.  #LI-JL1 

Major Responsibilities:

Program Assurance Leadership

  • Support the Program Technical Assurance Manager in maintaining and implementing the Ontario Line Program Technical Assurance Plan, along with related processes and procedures.
  • Ensure project schedules incorporate assurance requirements so deliverables are produced on time across the program.
  • Work with the leadership team to ensure contract requirements are fully planned for and integrated into internal IPT processes.
  • Manage a team of Delivery Assurance Supervisors deployed across the delivery segments.

Assurance Systems, Governance, and Reporting

  • Develop assurance dashboards that connect individual project assurance status to the overall program dashboard.
  • Implement a program-wide requirements and scheduling tool that captures assurance obligations across P3, PDB, and DBB contracts and tracks key assurance milestones.
  • Develop, monitor, and assess progress against the assurance gate process, including identifying deviations.
  • Track the integration of assurance systems and promote effective use of data to support assurance activities.
  • Maintain and publish assurance metrics and reports, with support from the deployed interface management team, to measure program quality and performance across all delivery areas and functions.
  • Advise senior leadership on discrepancies, emerging trends, and risks that could negatively affect the project.
  • Support project schedule and automation development initiatives related to work execution.

Technical Assurance and Delivery Integration

  • Apply strong knowledge of CMREA and EN50126 to develop and communicate practical assurance strategies that can be consistently implemented across different contracts.
  • Work with the Program Technical Assurance Manager and Technical Authority team to assess risks, track assurance review progress, and address non-conformities, departures, and delivery conformance issues related to design production.
  • Define/refine the technical stage-gate review process, aligned with Project Agreements, to support design integration, progression to the next stage of development, resolution of residual issues, and demonstration of assurance compliance.
  • Ensure technical evidence generated through decision-making is robust enough to withstand audit scrutiny.
  • Partner with the Interface Manager to ensure the PDT and contractors collaborate effectively so that systems, rolling stock, and infrastructure interfaces are defined, designed, and managed to meet overall Ontario Line requirements and whole-system performance objectives.
  • Ensure schedule alignment and assurance integration with adjacent programs, including OnCorr and GO.

  • Drive collaboration across delivery areas and promote improved data integrity throughout the program.
  • Identify and champion innovative solutions to complex engineering challenges.
  • Build and maintain strong internal and external relationships at the senior management and director levels.
  • Protect the confidentiality, integrity, and availability of corporate information and never knowingly place Metrolinx information or systems at risk.
  • Act as a role model for the Ontario Line mission, vision, values, and ways of working, while encouraging others to do the same.

Education and Experience Requirements:
  • Requires a recognized degree or postgraduate qualification in science, engineering from an accredited university (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
  • Progressive experience in delivering rail projects.
  • Direct experience of Systems Assurance and Integration in rail (greenfield and brownfield) projects.
  • Proven experience in a senior leadership assurance role delivering complex railway systems.
Required Knowledge and Skills:
  • Ability to promote & provide programme clarity and enhanced decision making through use of data analytics in an evolving programme environment.
  • Good working knowledge of contracts.
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist the multiple delivery units to execute with common approaches.
  • Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas.
  • Excellent communicator, with the ability to persuade and influence external and internal parties.
  • Build and maintain relationships, both internal and external at senior management and director levels.
  • Knowledge of NFPA Standards.
