Job Description
Provides technical and program management leadership in developing, monitoring, and administering Enterprise Safety & compliance program objectives for HOP. Leads and supports proactive program planning, estimation, budgeting, and documentation and coordinates with team members on execution and monitoring. Builds and implements procedures, templates, and methods to monitor, evaluate, prioritize, and prepare for program opportunities. Responsible for overall program delivery to include budget, timeline, quality, change management, communication plans, and deliverables.
HOP Qualifications
  • Lead the implementation and integration of HOP principles across operations, safety programs, and existing risk frameworks.
  • Coach leaders and frontline employees on practical HOP tools, field application, and learning-focused behaviors.
  • Partner with operations leadership to embed HOP into daily work planning, execution, and continuous improvement.
  • Deliver HOP training, workshops, and field coaching that build trust, engagement, open reporting, and learning.
  • Apply HOP principles to critical risk activities and SIF exposure by helping teams recognize error-likely situations, verify safeguards, and manage high-consequence energy sources

Preferred
  • Completion of a HOP Practitioner program or equivalent training preferred.
  • Experience in utilities, energy, construction, or other high-energy environments.
  • Experience identifying, assessing, and strengthening controls for high-energy hazards, including electrical, mechanical, pressure, thermal, and stored energy systems.

Program Manager I Requirements
  • Bachelor's degree in occupational safety, environmental health and safety, industrial hygiene or related field required.
  • Three (3) years progressively increasing responsibility in areas such as occupational safety, risk management, regulatory compliance, safety management systems, or other safety-related project/program management required.
  • Effective and flexible written and verbal communication skills, including presentation and public speaking required.
  • Project Management or Program Management experience preferred.
  • Demonstrated skill in organizing resources and establishing priorities required.
  • Understanding of utility operations preferred.
  • Ability to establish goals and objectives.
  • Ability to effectively plan work activities, schedules, priorities, and utilization of resources.
  • Ability to use appropriate technology to organize, synthesize, and communicate data.

Hiring Range: $88,336 to $114,838
Program Manager II Requirements
  • Bachelor's degree in occupational safety, environmental health and safety, industrial hygiene or related field required.
  • Seven (7) years progressively increasing responsibility in areas such as occupational safety, risk management, regulatory compliance, safety management systems, or other safety-related project/program management required.
  • Effective and flexible written and verbal communication skills, including presentation and public speaking required.
  • Project Management or Program Management experience preferred.
  • Demonstrated skill in organizing resources and establishing priorities required.
  • Understanding of utility operations preferred.
  • Ability to establish goals and objectives.
  • Ability to effectively plan work activities, schedules, priorities, and utilization of resources.
  • Ability to use appropriate technology to organize, synthesize, and communicate data.
  • Comprehensive knowledge of budget principles, development, and administration.

Other combinations of education and experience may be considered.
Hiring Range: $100,378 to $131,496
Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane headquarters at least 3 days per week including Mondays and Tuesdays with additional day(s) determined by the manager.
