Job description

Montgomery County's Alcohol Beverage Services (ABS) is seeking an experienced Service Delivery Manager to lead the migration of its gift card program into Microsoft Dynamics 365 Commerce (D365). This is a short-term, high-impact engagement conducted fully remotely.

In 2023, ABS deployed D365 as its point-of-sale platform across 27 retail stores. ABS is bringing its gift card program fully in-house within D365 — making D365 the system of record for gift card issuance, balance management, redemption, and cross-store operations.

Key Responsibilities

• Develop a comprehensive project plan with all stakeholders covering six phases: discovery, solution design, build and configuration, test and pilot, migration and cutover, and handoff.

• Oversee stakeholder execution of assigned tasks upon project plan approval by ABS-IT.

• Submit progress reports to ABS-IT semi-weekly at minimum, and on an ad-hoc basis as requested.

• Ensure Avanade and NWT maintain PCI DSS compliance throughout the engagement.

• Deliver stabilization and closeout summaries and a full support handoff package at project conclusion.

Requirements

Required

• Demonstrated experience managing technology delivery projects with multi-vendor coordination

• Familiarity with Microsoft Dynamics 365 Commerce or comparable retail/POS platforms

• Working knowledge of payment systems, credit card processing, and PCI DSS compliance requirements

• Ability to develop and manage structured project plans across multi-phase delivery lifecycles

• Strong written communication skills for stakeholder reporting and technical documentation

Preferred

• Experience with gift card, loyalty program, or payment connector migrations

• Prior work with government or public sector clients

• Familiarity with JPMorgan Chase payment services or Avanade/NWT delivery environments

Benefits

This engagement offers a compelling opportunity for an independent contractor or consulting firm:

• Fully remote engagement — work from anywhere with no required relocation

• Defined scope and timeline (~10 weeks) with a clear start and finish

• High-visibility project with a county government client managing 27 retail locations

• Collaborative stakeholder environment with established partners (Avanade, NWT, ABS-IT)

• Firm Fixed Price contract — predictable compensation structure

• Opportunity to contribute to a meaningful public sector technology modernization initiative
