The Program Specialist assists in program data entry, data management and general analysis through interface with personal computer applications as well as numerous VITS applications. Must possess skill in report preparation, advanced skill in excel, PowerPoint, etc. Weekly, monthly and quarterly reports are required.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position, you must have served 52 weeks at the GS-04 grade level. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers.
- Maintenance of confidentiality of patient/employee information, electronic and printed. Knowledge of assessment evaluation criteria.
- Ability to design and maintain a staff orientation program.
- Ability to maintain a staff education/training program.
- Ability to assess the learning needs of staff and evaluate performance.
- Skills in training staff to use computer terminal and system utilized.
- Knowledge of information tracking system to monitor and maintain records. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position.

Physical Requirements: In accordance with VA Directive and Handbook 5019.The work requires some walking, standing, bending, and carrying of light items. Moveable carts will be used to transport audio-visual equipment. Use of computer keyboard is necessary but can be self-paced. Work is performed primarily in a sedentary position.
