Job Description:

The Program Analyst (PA) is responsible for the overall analysis, coordination, execution, and successful delivery of all requirements under the DCIPS Future Task Order. The PA will serve as the primary liaison between the contractor team and the stakeholder for requirements gathering. This role requires deep experience in managing complex DoD IT and cybersecurity programs that directly impact the military community. This role ensures alignment between business objectives and technology solutions, providing analysis, documentation, and coordination to deliver successful outcomes. The analyst acts as a liaison between technical teams, stakeholders, and management to ensure clarity, efficiency, and compliance with organizational standards.

Primary Responsibilities: 

  • Lead a team of analysts spread across multiple scrum teams to build the product backlog and business objectives.
  • Collect, analyze, and document business and technical requirements and processes.
  • Translate business needs into functional specifications for IT solutions.
  • Participate in quality assurance tasks
  • Prepare program status reports, dashboards, and presentations for stakeholders.
  • Identify potential risks and assist in developing mitigation strategies.
  • Ensure compliance with organizational policies, security standards, and regulatory requirements.
  • Recommend improvements to IT processes and workflows for efficiency and scalability.
  • Facilitate meetings and ensure clear communication between technical and non-technical teams.
  • Ensure compliance with the DoD Cyber Workforce Framework (DCWF) and MC&FP-specific mandates.
  • Participate in Technical Status Meetings and maintain communication protocols with all stakeholders.
  • All other duties as assigned by management.

Skills and Qualifications:

  • Bachelor’s degree in Business, Management, or related discipline.
  • Masters of Business Administration (MBA) preferred
  • 10+ years in problem resolution, financial and data analytics, new solution or system recommendations, and government customer engagement
  • 5+ years as SME in cost, project and business analysis; O&M expertise desired
  • Experience in analyzing large-scale IT or cybersecurity projects supporting the DoD military community
  • Experience in business process re-engineering techniques
  • Agile and DevOps project knowledge
  • Excellent written, verbal, and presentation communication
  • Stakeholder and team relationship management
  • Familiarity with DoD systems, cybersecurity frameworks, and cloud platforms

Certifications Preferred:

  • CSM

Security Clearance Requirements:

  • Must be a U.S. Citizen
  • Must have an active DoD Secret clearance.

Work Location:

  • 3 days in Fairfax, VA, 2 days in Washington, D.C.
