Job description

Overview

BLUEHAWK is seeking a highly experienced HUMINT Collection Manager (Senior) to support strategic CI-HUMINT collection management, operational oversight, intelligence analysis, and mission synchronization activities. The selected candidate will provide critical support to HUMINT collection operations by assessing collection posture, identifying intelligence gaps, evaluating reporting effectiveness, and providing operational recommendations to senior decision-makers.

This position requires a seasoned intelligence professional with extensive experience in strategic CI-HUMINT collection management, intelligence analysis, and HUMINT operations. The ideal candidate will possess the ability to integrate operational requirements, intelligence reporting, and collection priorities to maximize operational effectiveness and mitigate risk across sensitive mission environments.

Responsibilities
  • Conduct Collection Operations Management (COM) activities supporting strategic CI-HUMINT operations and mission objectives.
  • Analyze intelligence reporting and collection activities to support HUMINT operational oversight, risk mitigation, and operational effectiveness.
  • Assess collection posture, identify intelligence gaps, and recommend collection strategies to improve mission outcomes.
  • Prepare intelligence reports, assessments, information papers, white papers, and briefings utilizing a multidisciplinary intelligence approach.
  • Produce time-sensitive all-source intelligence products supporting current and future HUMINT operations.
  • Evaluate HUMINT reporting against validated operational requirements and provide recommendations to improve collection effectiveness.
  • Provide critical feedback on Intelligence Information Reports (IIRs) to improve collection quality and operational outcomes.
  • Support the development and publication of HUMINT Operating Directives and related program reviews.
  • Review and prioritize HUMINT Collection Requirements Tasking in support of Army HUMINT Operations Cell (AHOC) activities and Procedure 10 requirements.
  • Conduct source production reviews and provide operational recommendations to maximize HUMINT collection effectiveness.
  • Develop and deliver Army HUMINT collection activity assessments on a recurring basis.
  • Support the development of Concepts of Operations (CONOPS), Operations Plans (OPLANs), and Operations Orders (OPORDs).
  • Prepare executive-level briefings, strategic assessments, and operational updates for senior military and intelligence leadership.
  • Coordinate with Intelligence Community, DoD, Army, and operational stakeholders to synchronize collection activities and operational priorities.
  • Perform additional duties, responsibilities, and mission support activities as required.
Qualifications

Clearance

  • Active TS/SCI clearance.
  • Must be willing and able to successfully complete a Counterintelligence-Scope Polygraph examination with a No Deception Indicated (NDI) result on a pre-appointment and periodic basis.

Education

  • Master's degree from an accredited institution.

Certifications

  • DoD or Intelligence Community Collection Management Certification.

Military / Government Training

Must have completed one of the following:

  • U.S. Government All-Source Intelligence certification course or program.
  • HT-JCOE Joint CI/HUMINT Analysis and Targeting Course.
  • DIA Fundamentals of HUMINT Targeting Course (FHTC).
  • Intelligence Community equivalent targeting or collection management training.

Required Experience

  • 10+ years of full-time experience in a strategic CI-HUMINT Collection Management role.
  • 5+ years evaluating Intelligence Information Reports (IIRs) and providing critical-thinking feedback to shape collection operations.
  • 7+ years of experience as an intelligence analyst supporting Military Intelligence, Intelligence Community, CI, HUMINT, Signature Reduction (SR), or other sensitive intelligence activities.
  • Demonstrated experience supporting intelligence collection planning, prioritization, and operational assessments.
  • Strong understanding of the intelligence cycle, CI-HUMINT operations, and HUMINT Collection Management processes.

Required Knowledge & Skills

  • Advanced proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Strong understanding of HUMINT operations, collection management, intelligence requirements management, and operational reporting.
  • Demonstrated experience assessing collection requirements, operational gaps, and collection effectiveness.
  • Knowledge and experience applying Intelligence Community Directives (ICDs), including:
    • ICD 203 - Analytic Standards
    • ICD 206 - Sourcing Requirements
    • ICD 300 - Collection Management
    • ICD 501 - Discovery and Dissemination
    • ICD 704 - Personnel Security
    • ICD 707 - Counterintelligence and Insider Threat
  • Experience producing intelligence assessments, operational reports, and executive-level briefings.
  • Ability to evaluate intelligence reporting and provide actionable recommendations to improve collection operations.
  • Strong written and verbal communication skills.
  • Ability to work independently in fast-paced operational environments while managing multiple priorities.

Preferred Qualifications

  • Experience supporting Army HUMINT Operations Cell (AHOC) activities.
  • Experience developing HUMINT Operating Directives.
  • Experience supporting strategic HUMINT operations at Army, Combatant Command, DIA, INSCOM, or Intelligence Community organizations.
  • Experience supporting CONOPS, OPLAN, and OPORD development.
  • Experience briefing senior military leaders, SES personnel, and Intelligence Community stakeholders.
  • Familiarity with operational deconfliction, collection prioritization, and intelligence oversight activities.
