Job description

The Public Building Authority (PBA) is a joint public, non-profit organization created by Knox County and the City of Knoxville to develop, construct, manage, and maintain a wide range of public facilities and services on their behalf. PBA oversees major construction projects, provides long-term property and grounds management for millions of square feet of buildings—including city and county facilities, parks, and parking garages—and even handles security, telecommunications infrastructure and on-street parking operations throughout the community. Governed by an 11-member board appointed by county and city leaders, the PBA works to deliver cost-effective, professional facility services that support local government operations and enhance public spaces for residents and visitors alike.


Due to continued growth, PBA is seeking a Systems Administrator to join our Telecommunications & Information Systems team. This position reports to the Director of Information Technology and plays a key role in providing technical support to our team members.


This position is on-site in Knoxville, TN and is not available for remote work.


Key Responsibilities:

  • Install, configure, and maintain servers, and IT systems to ensure high availability and performance.
  • Monitor system performance and troubleshoot issues to minimize downtime.
  • Maintain backups, disaster recovery processes, and business continuity plans.
  • Manage system updates, patches, and upgrades.
  • Assist the Network Administrator with implementation and monitoring of cybersecurity protocols, firewalls, and intrusion detection systems.
  • Conduct regular security audits, vulnerability testing, PCI audits and risk assessments.
  • Ensure compliance with City, County, State, and Federal IT security requirements.
  • Provide technical support to end users for hardware, software, and connectivity issues.
  • Develop user guides, training sessions, and documentation to improve technology adoption.
  • Serve as the primary escalation point for complex technical issues.
  • Manage IT inventory including hardware, software licenses, and warranties.
  • Oversee relationships with IT vendors, service providers, and consultants.
  • Review and recommend technology procurement and renewal decisions.
  • Contribute to IT strategic planning aligned with organizational goals and facility needs.


Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, or related field (or equivalent experience).
  • Minimum 3-5 years’ experience in IT system administration, networking, or infrastructure management.
  • Relevant certifications such as CompTIA Network+, Security+, Microsoft Certified Systems Administrator, or equivalent preferred.
  • Proficiency in managing Windows and Linux servers, networking equipment, and cloud platforms.
  • Working knowledge of VMWare, Veeam, Hyper-V, Nutanix (preferred), Rubrik (preferred), SQL, Great Plains (preferred), MS 365 Suite, Avigilon, AMAG, Amana-McCann, Pulseway, IT Glue, Spiceworks and Intune MDM.
  • Working knowledge of cybersecurity principles, best practices, and compliance frameworks.
  • Strong troubleshooting and problem-solving skills with attention to detail.
  • Excellent communication skills with the ability to explain technical issues to non-technical staff.
  • Ability to manage multiple projects, prioritize tasks, and work independently or collaboratively.
