Job description

Job Summary
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District's 90,000+ students. OSSE serves as the District's liaison to the U.S. Department of Education and works closely with the District's 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The School Improvement (SI) Manager position is located in OSSE's Division of Teaching and Learning, and leads the School Improvement team, which manages critical state-level, public facing systems for school improvement. The Manager will play an essential role in how OSSE, as the state education agency, will drive rapid acceleration for our lowest-performing schools through a combination of robust supports and accountability structures. The Manager will oversee the School Improvement team to provide strategic vision, steward financial resources, oversee initiatives and ensure alignment with agency priorities, all to ensure that designated schools have the necessary resources, such as a framework, funding, planning, and partnership to enable local education agencies (LEAs) and other strategic partners to implement the five key domains of the Accelerate DC framework. The School Improvement Manager will report to the Assistant Superintendent for the Division of Teaching and Learning.
Duties and Responsibilities
Program Manager will plan, organize, and supervise the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program.
Establishes and manages long- and short-term program goals; develops, analyzes, and objectives evaluates new or modified program/management policies, regulations, goals, or objectives. Develops, implements and maintains complex procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; identifies, develops and implements departmental goals, objectives, policies, and priorities; determines resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant funded projects.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Demonstrated experience designing instructional training opportunities for adult learners (i.e., the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness validating training materials, and evaluating training) and experience in preparing and presenting recommendations and solutions regarding complex issues based on analysis and evaluation is preferred. A four-year Bachelors' or advanced professional degree from an accredited college or university and at least five (5) years of experience teaching or leading in a school or local educational agency (LEA) is recommended.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eight (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
