Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Job Summary:

The Mechanical Commissioning and Startup (CSU) Engineer will assist in the technical direction and oversight during the start-up, testing, and troubleshooting of mechanical systems and equipment in a semiconductor manufacturing facility. In this role you will assist in the planning and execution of commissioning activities from construction completion through system handover to operations, ensuring work is performed safely and on schedule. The role ensures systems are installed correctly, meet design requirements, operate safely, and are ready for operations. This position works closely with engineering, construction, vendors, subcontractors, and operations teams to verify mechanical systems meet all requirements.

Major Responsibilities:

Commissioning Planning

  • Develop Mechanical Commissioning Plans and Procedures.
  • Review design documents, specifications, P&IDs, equipment submittals, and vendor documentation.
  • Support development of commissioning schedules and turnover strategies.
  • Participate in Constructability, HAZOP, and Operational Readiness Reviews.


System Verification

  • Confirm equipment alignment, rotation checks, lubrication, and preservation requirements.
  • Verify equipment labels, identification, and assets.
  • Review pressure testing, leak testing, flushing, and cleaning records.
  • Verify valve lineups and equipment accessibility.
  • Ensure safety interlocks and mechanical protections are functional.


Commissioning Execution

  • Perform mechanical system inspections and verification activities.
  • Verify installation against approved drawings and specifications.
  • Conduct walkdowns and punch-list management.
  • Verify mechanical completion status.
  • Coordinate system turnover from Construction to Commissioning.
Major Responsibilities (cont.)

Documentation and Quality

  • Develop and execute commissioning procedures and check sheets.
  • Complete Mechanical Completion Certificates (MCCs).
  • Generate System Turnover Packages (STOs).
  • Review subcontractor turnover documentation.
  • Maintain commissioning databases and digital turnover systems.

Vendor and Contractor Coordination

  • Coordinate OEM vendor startups.
  • Interface with construction contractors and trade partners.
  • Monitor commissioning progress and resolve technical issues.
  • Participate in daily coordination meetings.


Safety and Compliance

  • Support implementation of LOTO procedures.
  • Participate in Job Hazard Analysis (JHA) reviews.
  • Ensure compliance with project EHS requirements.
  • Promote a zero-incident safety culture.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) in mechanical engineering or related discipline with less than 1 year of relevant experience or 4-5 years of relevant work experience in mission critical facilities.
Required Knowledge and Skills:
  • Ability to read and understand P&IDs and Mechanical Drawings.
  • Knowledge of various mechanical systems and equipment to include Air Handlers, Exhaust Systems, Pumps, Fans, Heat Exchangers, Boilers, Chillers, Valves, Piping Systems, HVAC Systems.
  • Working knowledge of Lockout/Tagout programs.
