This role is contingent upon a contract award.
ICF seeks an experienced Azure Cloud Architect to lead the design and governance of secure, scalable cloud-native solutions in complex, regulated enterprise environments. This position plays a lead role in modernization initiatives, requiring strong architectural leadership, security alignment, and a DevSecOps mindset.
The ideal candidate has deep expertise in Microsoft Azure, enterprise cloud governance, and secure platform architecture. This role provides strategic oversight, guidance, and technical credibility across infrastructure, application, and data domains.
Partnering with an AWS architect, this role will drive the modernization approach for a portfolio of applications. This includes analyzing dozens of applications (both on-prem and cloud, COTS and custom-built) to determine and recommend the best course of action for modernization and migration to a multi-cloud environment (AWS and Azure). The architect will establish a "factory model" of standards and architecture to create a high-quality, repeatable modernization process, with a specific focus on applications moving to the Azure cloud.

What You'll Be Doing
  • Analyze current state and architect, then govern secure Azure cloud environments, including enterprise landing zones, identity integration, hybrid connectivity, and high-availability design for modernized environments
  • Create a factory model for modernizing cloud applications that development teams will use
  • In conjunction with the data architect, assess and design data architectures, dependencies, and integration patterns to support application rationalization and modernization, including shared data sources, APIs, and data hub enablement
  • Design cloud architectures that support long-term sustainment, including continuous monitoring, patching, annual maintenance releases, operational readiness, and post-ATO operations
  • Serve as a senior portfolio architect, providing architectural leadership and decision-making across multiple concurrent application modernization efforts in coordination with AWS and platform architecture leads
  • Lead and support application rationalization activities, including complexity assessments, disposition recommendations, and modernization sequencing
  • Define and govern shared cloud services and patterns (identity, networking, security, CI/CD, observability, data integration) used across development teams
  • Develop and maintain reference architectures, technical standards, and governance controls to ensure consistent and compliant cloud implementations
  • Lead architectural design reviews and approve solution designs to maintain alignment with enterprise security, compliance, and modernization strategies
  • Integrate infrastructure-as-code, policy enforcement, and automated security controls into DevSecOps pipelines using CI/CD and automation practices
  • Maintain alignment with established security frameworks, including zero trust, role-based access control, and continuous monitoring
  • Support FinOps, scalability planning, performance optimization, availability, and disaster recovery strategies across Azure environments
  • Provide architectural guidance for cloud-native, containerized, and data-driven workloads
  • Collaborate with engineering, security, and operations teams to ensure solutions are supportable and aligned with enterprise standards

What You Must Have
  • Bachelor's degree
  • Microsoft Certified: Azure Solutions Architect Expert (required)
  • 10+ years of experience architecting and leading enterprise cloud solutions across complex, multi-team environments
  • 8+ years of experience across multiple technical domains, including infrastructure, application development, data platforms, or low-code/no-code technologies
  • 5+ years of experience designing secure Azure environments within regulated enterprise settings requiring formal security authorization and ongoing compliance
  • 5+ years of experience implementing infrastructure-as-code and integrating automated security validation into CI/CD pipelines
  • 5+ years of experience supporting cloud governance, compliance alignment, and continuous monitoring frameworks
  • 3+ years of experience working in hybrid and multi-cloud enterprise environments
  • 5+ years of experience modernizing large application portfolios and establishing architectural standards across multiple concurrent initiatives
