Program Controls Manager, Melbourne, FL ($60-80/hr)
Position Summary
Responsible for establishing and maintaining cost and schedule control systems for government contracts. Monitors program performance, conducts financial analysis, manages budgets and forecasts, supports Earned Value Management (EVM) processes, and ensures compliance with contractual requirements and government cost control guidelines.
Key Responsibilities
  • Develop and maintain cost and schedule control systems.
  • Monitor contract performance against budgets, schedules, and EVM metrics.
  • Prepare budgets, forecasts, funding profiles, sales outlooks, and cash flow projections.
  • Support Control Account Managers (CAMs) with variance analysis and reporting.
  • Perform monthly, quarterly, and annual Estimates at Complete (EACs).
  • Analyze contract performance and prepare financial and program status reports.
  • Incorporate contract changes into cost and schedule baselines.
  • Identify, assess, and mitigate cost and schedule risks.
  • Collaborate with program management, scheduling, business management, and technical teams.
  • Support financial audits, contract startups, and baseline change control activities.
Required Qualifications
  • Experience with Earned Value Management (EVM), financial planning, forecasting, and reporting.
  • Strong analytical, problem-solving, and leadership skills.
  • Experience with variance analysis, risk management, and performance measurement baselines.
  • Knowledge of proposal development, contract startup, and program performance management.
  • Familiarity with ANSI/EIA-748, EVMS, and government contracting requirements.
  • Ability to work effectively within Integrated Product Teams (IPTs).
Preferred Qualifications
  • Experience leading baseline change control processes.
  • Expertise in cost control systems, budget development, and contract forecasting.
  • Experience managing Estimates at Complete (EACs) and financial reporting.
  • Strong understanding of contract cost and schedule baseline management.
