This role serves as a senior PMO leader responsible for establishing governance frameworks, policies, and performance standards that guide program execution across the organization. The PMO Program Manager partners with executive leadership, including CIO and CTO stakeholders, to ensure programs align with strategic objectives, federal mandates, and modernization priorities. This position drives PMO maturity, integrates cross-division initiatives, manages risk and resources, and ensures projects deliver measurable business value while maintaining compliance with applicable regulatory and security standards.
• Lead the planning, execution, and delivery of complex IT projects and multi-project programs across the enterprise
• Serve as the primary point of contact for program delivery, performance, and reporting
• Establish and maintain PMO governance frameworks, policies, processes, and performance metrics
• Oversee enterprise modernization portfolios and ensure alignment with organizational strategy and mission objectives
• Provide strategic guidance to executive leadership, including CIO and CTO stakeholders
• Ensure alignment with federal governance and compliance requirements including OMB A-11, OMB A-123, and FITARA
• Develop and enforce project management standards, methodologies, and best practices across the PMO
• Manage program budgets, resource allocation, schedules, and financial oversight
• Identify, assess, and mitigate program and project risks while ensuring continuity of delivery
• Coordinate cross-functional teams and integrate efforts across multiple business units and technical teams

Professional Qualifications and Skills
• Bachelor's or Master's degree in Business Administration, Information Technology, or a related field
• 7-12 years of experience in IT project management, program management, or PMO leadership
• Demonstrated experience managing enterprise level programs or modernization portfolios
• Advanced knowledge of project management methodologies including Agile, Scrum, and Waterfall
• Experience using project management and collaboration tools such as Microsoft Project, Azure DevOps, JIRA, and Trello
• Strong leadership, organizational, and team mentoring capabilities
• Experience with program budgeting, financial management, and resource planning
• Knowledge of federal IT governance frameworks and compliance standards
