What is PMO Governance?

PMO Governance refers to the framework, processes, and standards established by a Project Management Office (PMO) to ensure that projects are managed consistently and align with an organization’s goals. It involves setting policies, defining roles and responsibilities, monitoring project performance, and ensuring compliance with best practices. Effective PMO governance helps organizations achieve better project outcomes, manage risks, and improve resource utilization by providing oversight and guidance throughout the project lifecycle.

What are the key skills and qualifications needed to thrive as a PMO Governance professional, and why are they important?

To thrive as a PMO Governance professional, you need a solid understanding of project management methodologies, portfolio oversight, and risk management, often supported by certifications such as PMP or PRINCE2. Familiarity with project management tools like MS Project, Jira, or Clarity PPM, as well as reporting and compliance systems, is typically required. Strong analytical abilities, stakeholder management, and effective communication skills are critical soft skills for this role. These competencies ensure effective oversight, alignment with strategic goals, and successful project delivery across the organization.

What are some common challenges faced by professionals in PMO Governance, and how can they be addressed?

Professionals in PMO Governance often encounter challenges such as resistance to standardized processes, managing stakeholder expectations, and ensuring consistent project reporting across diverse teams. Addressing these issues requires effective communication, strong change management skills, and the ability to tailor governance frameworks to the organization's culture and needs. Building relationships with project managers and stakeholders, providing training, and demonstrating the value of governance can help gain buy-in and improve overall project success.

Job description

Senior Cybersecurity Project Manager (PMO & Governance)

Houston, TX | Hybrid (3 Days Onsite) | Long Term Contract (Strong Potential to Convert)

Are you a cybersecurity program leader who excels at bringing structure to complex organizations, creating executive-ready communications, and driving accountability across large portfolios of initiatives?

Our client is seeking a Senior Cybersecurity Project Manager (PMO & Governance) to serve as a key partner to Cybersecurity leadership by overseeing portfolio governance, executive reporting, and strategic project execution across a large enterprise cybersecurity organization.

This role goes far beyond traditional project management. You will help lead the operational rhythm of the Cybersecurity organization, coordinating governance across approximately 37 active cybersecurity initiatives, partnering with more than 80 stakeholders, and ensuring leaders have the insights and visibility needed to make informed decisions.

The ideal candidate is equally comfortable facilitating executive portfolio reviews, creating board-level presentations, driving governance standards, and managing strategic cybersecurity projects from initiation through delivery.

What You'll Do

As the Senior Cybersecurity Project Manager (PMO & Governance) you'll serve as a trusted partner to Cyber leadership, providing oversight across the cybersecurity portfolio while ensuring strategic initiatives remain aligned, visible, and on track.

Portfolio Governance & PMO Leadership

You will lead many of the core governance functions that keep the cybersecurity organization aligned and operating effectively.

Responsibilities include:

  • Lead weekly portfolio governance meetings across approximately 37 active cybersecurity initiatives, including strategic investment projects and operational security initiatives.
  • Coordinate portfolio reviews and status meetings involving more than 80 stakeholders across multiple cybersecurity teams.
  • Review project updates, milestones, risks, dependencies, and deliverables prior to executive reviews to ensure reporting accuracy and consistency.
  • Establish and maintain reporting standards across projects and programs.
  • Drive accountability across project managers, technical leads, and business stakeholders.
  • Monitor portfolio health and escalate risks, issues, and dependencies when necessary.
  • Continuously improve governance processes, reporting frameworks, and operational effectiveness.

Strategic Project & Program Delivery

In addition to portfolio leadership responsibilities, you will manage a small number of highly visible cybersecurity initiatives.

Responsibilities include:

  • Lead one to two strategic cybersecurity programs from planning through execution.
  • Develop and manage project plans, schedules, milestones, budgets, and timelines.
  • Coordinate cross-functional teams across Cybersecurity, Infrastructure, Cloud, Engineering, Architecture, Risk, Compliance, and Business Operations.
  • Proactively identify risks, remove roadblocks, and drive successful project outcomes.
  • Ensure initiatives are delivered on time and aligned with business and cybersecurity objectives.
  • Track project health, deliverables, dependencies, and action items.
  • Partner with technical leaders to support successful implementation of cybersecurity initiatives.

What We're Looking For

We're seeking a highly organized and influential program leader who combines strong project management discipline with exceptional communication and executive-facing skills.

Required Qualifications

  • 8+ years of experience leading enterprise technology, cybersecurity, program management, or PMO initiatives.
  • Experience managing portfolios, programs, or multiple concurrent projects within complex enterprise environments.
  • Strong experience facilitating governance processes, steering committees, executive reviews, or portfolio management activities.
  • Proven ability to create executive presentations, leadership reports, dashboards, and board-level communications.
  • Experience supporting senior executives through strategic reporting and organizational planning.
  • Strong understanding of cybersecurity, technology infrastructure, cloud, networking, or enterprise IT environments.
