We are seeking an Expert Software Architect to support a mission-critical New York State public health initiative. This position will play a key role in maintaining and modernizing legacy applications supporting the Wadsworth ELAP (Environmental Laboratory Approval Program) while helping transition the platform toward a modern web-based architecture.

Position Overview

The Expert Software Architect will serve as the technical leader responsible for supporting, enhancing, and modernizing existing client-server applications and Oracle databases. This individual will collaborate with business stakeholders, analyze existing systems, design technical solutions, and implement enhancements while ensuring system stability during the modernization effort.

This role requires extensive expertise in PowerBuilder development, Oracle databases, PL/SQL, SQL optimization, and enterprise software architecture.

Key Responsibilities
  • Support application and database components of the Wadsworth ELAP program.
  • Participate in application architecture and design review sessions with business stakeholders.
  • Analyze existing applications, databases, and legacy data structures.
  • Design technical solutions to support evolving business requirements.
  • Modify, maintain, and enhance existing applications until replacement with a modern web-based solution.
  • Design, develop, test, and deploy new software features.
  • Create and maintain technical documentation, including code-based business rules.
  • Develop and optimize Oracle database objects including:
    • Tables
    • Stored Procedures
    • Views
    • Triggers
    • Packages
  • Write and optimize complex SQL queries and reports.
  • Perform data migration and ETL development activities.
  • Lead technical discussions and mentor development teams.
  • Ensure adherence to software architecture standards and best practices.
  • Collaborate with developers, database administrators, business analysts, and project managers throughout the software development lifecycle.
Required Qualifications
  • 84+ months (7+ years) of professional software development experience.
  • Recognized as a technical leader capable of providing architectural guidance to development teams.
  • Extensive experience designing enterprise-level software solutions.
  • Strong analytical, problem-solving, and communication skills.
  • Experience working throughout the Software Development Life Cycle (SDLC).
Preferred Qualifications
  • 84 months of experience developing client-server relational database applications using PowerBuilder.
  • 84 months of Oracle database development experience.
  • Extensive experience using PL/SQL, including:
