Position Overview
Halvik is seeking a Software Developer with full stack experience to support the U.S. DOT contract. The ideal candidate will have solid, hands-on experience across the full application stack, including Angular front-end applications, working knowledge of database technologies, and practical experience building and deploying cloud-native components on AWS (API Gateway, Lambda, S3, EC2).
This role requires close collaboration with System Owners, Technical Leads, and PHMSA stakeholders in an Agile environment. The successful candidate will contribute to development, testing, and operational support of secure, reliable federal applications across the DMZ, middleware, and database tiers of the PHMSA Portal environments.
Core Responsibilities
  • Design, develop, and maintain full-stack components for the PHMSA Portal System (PPS).
  • Build and maintain RESTful APIs and services exposed through Amazon API Gateway and AWS Lambda functions.
  • Support integration of Portal Server components with Okta for single sign-on and identity management.
  • Develop and maintain application features leveraging supporting AWS services.
  • Participate in the full application lifecycle - technical planning, Agile development, CI/CD pipeline activities.
  • Write clean, testable code; participate in code reviews; and contribute to unit and integration testing.
  • Support DevSecOps practices, including code scanning, vulnerability remediation, and secure deployment procedures.
  • Assist with production support, troubleshooting, and resolution of issues for PPS services and applications.
  • Collaborate with Product Owners, Technical Leads and PHMSA stakeholders in an Agile environment.
  • Contribute to technical documentation, including design artifacts and user-facing documentation.
  • Support compliance with PHMSA/DOT federal security standards and security authorization activities as needed.

Minimum Requirements
  • Education: BS in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
  • Experience: Minimum of 5 years of experience, of which at least 3 years must be specialized experience directly related to full-stack software development.
  • Technical Proficiency: Development experience with .NET/C#, Angular, and relational databases in an AWS cloud environment (API Gateway, Lambda, S3, EC2).
  • Compliance: Ability to obtain Public Trust.

Preferred Expertise
  • Experience with AWS serverless services (Lambda, API Gateway, etc).
  • Familiarity with Okta or similar identity/SSO platforms.
  • Experience supporting CI/CD pipelines and DevSecOps practices, including automated code scanning and vulnerability remediation.
  • Experience working in an Agile environment.
  • Strong analytical and problem-solving capabilities.
