Job description

Overview

We have a career opportunity for a Construction Specialist III Gas to join our team!

Experienced construction field coordinator supporting the management and delivery of capital natural gas construction projects under limited supervision. Manages multiple concurrent projects in the field to ensure work is completed in accordance with approved scope, budget, schedule, quality expectations, and all applicable safety requirements. Coordinates and monitors contractor and consultant activities; performs or supports construction observation and inspection services; verifies compliance with drawings, specifications, standards, PHMSA 192 regulations, and departmental policies and procedures. Tracks progress and issues, supports documentation and basic field reporting, and assists with review and resolution of changes that may affect cost and schedule. Provides technical guidance and day-to-day direction, as needed, to other construction specialists and to internal/external staff performing field or inspection services. Provides ongoing assistance to higher-level construction staff and contributes to effective communication with project teams, stakeholders, and the public when applicable.

Responsibilities
  • Has an established knowledge of standards, systems, document control, departmental guides, and Citizens O&M policies and procedures. Develops a basic understanding of cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
  • Begins to apply knowledge independently and complies with Citizens Quality Program. Supports continuous improvement and change management efforts.
  • Gains advanced understanding of internal client needs through interaction/communication with project team and leadership. Directs the performance of the work under his/her responsibility to serve both internal and external clients best. Communicates effectively with the public, external stakeholders, vendors, contractors, consultants, other Citizens departments.
  • Understands and adheres to budget, schedule, and quality requirements.
  • Performs other duties as assigned.
Qualifications
  • High School Diploma, equivalency Certificate, and 5 years of related experience; or Associate Degree in construction technology, management, or related engineering emphasis, and 3 years of related experience; or Bachelor's Degree in construction technology, management, or related engineering emphasis.
  • Valid driver's license in the United States. State of Indiana driver's license required within 30 days of the first day of employment. 
  • Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.
  • Must pass and participate in the random Drug & Alcohol program in accordance with Pipeline Hazardous Material Safety Administrative (PHMSA) Regulations 49 CFR Part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR Part 40 (DOT drug and alcohol testing regulations).

Preferred Skills/Qualifications:

  • Additional construction and safety related training including a working knowledge of ASME B31Q, NACE CP1, CWI, OSHA 10-hr. certification, Competent Person certification for Trenching & Shoring, etc.
  • Working knowledge of construction standards and techniques for underground utility and plant projects. Strong ability to interpret construction drawings and specifications, and apply knowledge to construction observation and inspection tasks. Working knowledge of construction jobsite safety.
  • Working knowledge of DOT CFR 49 Part 192 and Citizens Energy Group O&M manual.
  • Ability to work in office and field environments. Good understanding of Citizens' systems. Ability to work independently, as well as in a team setting. Strong verbal and written communication skills. Strong organizational and prioritization skills. Ability and flexibility to occasionally travel.
