Job Description

The Pipeline and Hazardous Materials Safety Administration (PHMSA) operates in a dynamic and challenging environment. The scope and complexity of the PHMSA safety mission will continue to grow, requiring that we fundamentally rethink how it will use data, information, and technology to achieve safety goals.

PHMSA's mission is to protect people and the environment by advancing the safe transportation of energy and other hazardous materials that are essential to our daily lives. To do this, the agency establishes national policy, sets and enforces standards, educates, and conducts research to prevent incidents. 

ProSidian Seeks a PHMSA Program Manager in Washington, DC to support an engagement for a agency of the Department of Transportation (DOT) of the Federal Government responsible for the regulation of hazardous materials transportation by highway, rail, air, water and pipeline as set forth in Federal Hazardous Materials Transportation and Pipeline Safety Law. 

The ProSidian Engagement Team Members work to provide supervision for all contract personnel including program management and oversight to various PHMSA offices. The Program Manager will be primarily based in Washington, DC but may be required to PHMSA regional offices, including the training center in Oklahoma City, OK.

The PHMSA Program Manager will provide supervision for all contract personnel including program management and oversight to various Pipeline and Hazardous Materials Safety Administration (PHMSA) offices. The Program Manager will be expected to establish employee schedules, assist in providing replacement personnel, provide support to various PHMSA regional offices in addition to PHMSA headquarters located in Washington, DC, and coordinate various projects, priorities, and procedures.

Responsibilities of the Program Manager will include, but are not limited to, the following:

  • Planning and coordinating the activities of the assigned employees;
  • Establishing employee schedules and coordinating priorities;
  • Assisting in providing replacement personnel;
  • Conducting meetings once a month with COR(s) to discuss project activities, schedules, workloads, potential problems and their resolution;
  • Assisting all other assigned Contractor staff to accomplish their duties in work overload situations;
  • Ensuring that Contractor staff has the knowledge and ability necessary to accomplish their duties independently.
Qualifications

The PHMSA Program Manager shall have consecutive Federal Government employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

All individuals assigned to the Program Manager position must have the following qualifications:

  • Over five (5) years of experience working with the Federal Government.
  • Supervisory experience directing multiple tasks and managing activities assigned to personnel.
  • Experience supervising a wide range of complex and routine administrative support tasks.

  • General knowledge of Government policies and procedures.
  • Project Management Professional (PMP) certification strongly preferred
TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION:  Work shall be conducted primarily in Washington, DC.
