Responsibilities

The PgM shall be responsible for the overall execution and success of this TO and provides overall leadership, management, direction, and guidance for all contractor personnel assigned to the TO.  The PgM is ultimately responsible for the quality and efficiency of the TO, to include both technical issues and business processes.  The PgM has the authority to commit and make decisions for EAI in response to Government issues, concerns, questions, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues including situations that may comprise the contractor's ability to provide services.

This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State( DOS), Consular Affairs (CA), supporting 10,000 users across 230 overseas posts, 29 domestic passport agencies, and multiple data centers.

Responsibilities:

  • Responsible for the overall: planning, staffing, successful execution and continuous improvement of all tasks under this effort.
  • Provide overall leadership, management, direction, and guidance for all contractor personnel assigned.
  • Responsible for the quality and efficiency of the program to include continuous qualified staffing, expert technical delivery, contract administration, and financial performance.
  • As the Government's primary POC, you must be readily available to respond to CA/CST's questions, concerns, and comments.
  • Assess, decide, and remediate any issue in response to Government issues, concerns, questions, and comments.
  • Gain and maintain proactive open channels of communication with Government stakeholders and contract task managers.
  • Oversees program budget and schedules; will direct staff
  • Has primary responsibility for program growth; may be responsible for marketing new technology or follow-on business acquisition; responsible for P&L
  • May be responsible for business development within current customer base and/or for new customers
  • Exercises a high level of independent judgment and initiative in solving highly complex problems
  • Identifies and engages in frequent contacts with potential customers
  • Will frequently travel to customer and company locations
  • Analyzes and assesses government/commercial marketplaces and maintains up-to-date knowledge of client plans, programs, and funding
  • Reviews Request for Proposals and makes recommendations to management
  • Develops and directs growth programs
  • Will determine and analyze the requirements forgrowth and will develop, when appropriate, a growth program for top management approvals
  • Oversees and develops strategic planning strategy
  • Advises management on how to position company to bid and win proposals
  • May assist the Business Development group in the proposal development process
  • Performs related duties as assigned
Qualifications

 MINIMUM REQUIREMENTS:

  • Possesses a current Project Management Institute Project Management Professional (PMI/PMP) certification.
  • A minimum of 10-15 years of management experience with a program similar in dollar value, size, scope, and complexity to the requirements of this effort.
  • A BS/BA in Information Technology or related discipline, or equivalent combination of education and experience. An additional year of experience is equivalent to a year of education.
  • Possesses an active Top Secret Clearance.
  • Demonstrated experience with IT Service Delivery using an ITIL/ITSM framework similar in size, scope, and complexity to the requirements of this effort.
  • Demonstrated experience with Earned Value Management on projects of a similar size, scope, and complexity to this effort.
  • Demonstrated experience managing and leading geographically dispersed operations and engineering staff of varying skill levels, in a project environment similar in size and scope as this effort.

PREFERRED EDUCATION AND EXPERIENCE:

  •  
      • Demonstrated experience implementing Service Level Agreements and performance metrics on a contract.
      • Demonstrated experience with the Federal procurement process and familiarity with the administration of all types (fixed price, cost-plus, and time & materiel) contracts.
      • Demonstrated experience with the SDLC process, SAFe Agile principles/ methodologies and experience modernizing the processes procedures and application support environment toward CI/CD or DevSecOps approach.
      • ITIL 4.

 

PHYSICAL REQUIREMENTS:

This position requires the ability to perform the below essential functions:

  • May require occasional travel between work centers or to client sites.
  • Some after-hours or on-call support may be necessary.
  • On-site work in a secure government or contractor facility.
  • Must be able to work in a high-security environment and comply with all relevant security protocols.
