Job description

SALARY: Starting at $51,500

SUMMARY: This position is responsible for processing all Value Adjustment Board petitions and providing administrative support to the Legal Department for the Orange County Property Appraiserโ€™s Office. This role contributes to the overall operational effectiveness of the legal department and coordinates with the other members of the legal team to ensure the departmentโ€™s objectives are met.

DUTIES AND RESPONSIBILITIES: The duties of the Value Adjustment Board (VAB) Coordinator include, but are not limited to, the following:

  • Responsible for the timely receipt, review, processing, and scheduling of all VAB petitions in accordance with Florida Statutes, administrative rules, and internal procedures.
  • Serve as the primary liaison between OCPA and the VABโ€™s Office.
  • Ensure the timely dissemination of all VAB-related information, including recommendations, decisions, notices, and correspondence, to appropriate OCPA staff.
  • Prepare statistical reports and summaries of VAB petitions and hearings for OCPA leadership.
  • Maintain accurate and up-to-date hearing schedules and calendars for all VAB petitions.
  • Coordinate legal representation at VAB hearings, as needed.
  • Support the General Counsel & Chief Deputy Property Appraiser with all clerical tasks related to VAB hearings.
  • Facilitate the clarification and resolution of VAB-related issues.
  • Fulfill requests for information and documents from the VABโ€™s Office.
  • Communicate professionally and courteously with VAB personnel, taxpayers, and other stakeholders regarding VAB issues.
  • Stay current on statutory, administrative, and procedural matters affecting the VAB process.
  • Ability to learn the functionality of the Computer Assisted Mass Appraisal system and AXIA program.
  • Work on special projects assigned by the General Counsel & Chief Deputy Property Appraiser.
  • Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with office policy.
  • Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.

SUPERVISORY RESPONSIBILITIES: This position does not have direct reports.

SKILLS AND QUALIFICATIONS:

  • Years of experience: Must have two (2) yearsโ€™ experience in a position in administration, finance, legal, public sector, or closely related field. Experience working in a property appraiserโ€™s office, for a Value Adjustment Board, or similar body is preferred.
  • Education: A bachelorโ€™s degree from an accredited college with an emphasis in Public or Business Administration, Legal Studies, Finance, or a closely related field is required.
    • Substitution: Each year of required education may be substituted by two (2) years of work experience. Each year of required work experience may be substituted for two (2) years of additional education.
  • Computer skills required: Internet Software; Spreadsheet Software (Excel); Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint); and Adobe Acrobat.
  • Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
  • Must be self-motivated, highly organized, and able to multitask. Must also manage deadlines effectively, prioritize tasks, and be proactive with limited supervision.
  • Must have the ability to understand and carry out moderately complex oral and written instructions and follow office practices and procedures.
  • Must have strong interpersonal skills; be dependable, punctual, and flexible.
  • Must possess the personality and temperament necessary for working under stress in dealing with staff and the public.
  • Language Skills: Bilingual in English and Spanish preferred.
